RECOMMENDATION
That Council note the report by the Environmental Services Manager to the Planning &
Environment Committee Meeting dated 10 December 2019 and note the 2018/19 Annual Report
and audited Financial Statements received from the Noosa Biosphere Reserve Foundation as
provided at Attachments 1 and 2 to the report.
REPORT
The Noosa Biosphere Reserve Foundation (NBRF) was established by Noosa Council in 2015 as
a company limited by guarantee to manage the Noosa Biosphere Reserve Trust, which was
established for the public charitable purposes of advancing the natural environment of the Noosa
Biosphere Reserve.
Council has two roles with the NBRF Board:
The right to appoint one director of the Board, with Councillor Frank Wilkie being the
current appointee.
Council provides funding under a 3-year Funding Agreement and entered into the latest
one on 1 July 2018.
Under the funding deed, NBRF is required to provide a number of reports and information to
Council. Council has now received from NBRF the 2018/19 Annual Report (Attachment 1) and
audited Financial Statements (Attachment 2) pursuant to section 6.2 (b) and 6.2 (c) of the
Funding Deed.
In addition, pursuant to section 6.2 (a) of the funding deed a quarterly progress presentation was
provided to Council on 2 November 2018 for Q1 and a half-yearly and Q3 report was provided
concurrently to Council on 21 March 2019.
The Annual Report outlines the significant achievements of NBRF over the 2018/19 year. This
includes the successful completion of the 10-year periodic review. The review was presented to
the United Nations Educational, Scientific and Cultural Organisation (UNESCO) and greeted with
significant praise. UNESCO have confirmed Noosa’s status as a Biosphere Reserve for a further
ten years.
