PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 10 DECEMBER 2019
The report also outlines NBRF’s progress against the key performance indicators outlined in the
current funding deed. These indicators are tracking well, with further work required only on better
quantification of outcomes.
The notes to the financial statements for 2017/18 indicated that changes to the Australian
Accounting Standards will result in changed requirements in relation to accounting for fair value
of the right to use the premises provided by Council at Doonella House. These changes were
due to come into effect from 30 June 2020. The Australian Accounting Standards Board,
recognising the difficulty of not-for profits implementing this Standard, have now removed the
requirement to adjust for peppercorn leases from the Standard. As such, this is not a current
concern for NBRF.

Finance
The NBRF 2018/19 Audited Financial Statements are provided at Attachment 2.
The 2018/19 financial year is the first year of a new funding agreement. In accordance with the
funding deed, $125,000 was quarantined from the Environment Levy for contribution of the NBRF
projects that align with the principal purposes of the trust. NBRF did not seek that funding during
the 2018/19 financial year, so it was not provided.
Also in accordance with the new funding deed, for the remaining years of the deed (2019/20 and
2020/21) NBRF will need to lodge an application for project funding to be provided out of the
Environment Levy, and these applications will be assessed against others through the
Environment Grants process.
