Cultural Plan) to Council for consideration and seek approval to undertake community
consultation regarding the draft Cultural Plan.
1. Background
Noosa Council has not had a cultural strategy or plan since the Creative Noosa Strategy which
was endorsed in 2004 and in effect until amalgamation in 2008. During the period of
amalgamation with Sunshine Coast Regional Council a Cultural Development Policy was
endorsed in late 2012 and a strategic plan was in the early development stages however neither
had been practically implemented by the time of de-amalgamation. It has therefore been ten
years since Noosa Council has had an overarching strategic plan to provide a guiding focus to
the cultural sector.
In 2015 Noosa Council endorsed the Noosa Social Strategy (2016) which included the theme: “A
creative and informed community”. The development of an arts, culture and heritage plan was a
key action to be delivered under this theme.
In 2017 Council’s Community Services Department commenced the process to develop a
Cultural Plan covering the arts, culture and heritage sectors.
