SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 MAY 2018

4.   Summary

The draft Cultural Plan is a strategic plan for the arts, cultural and heritage sectors in Noosa. It
offers a study of local, national and international factors influencing the sectors and providing
context for the recommended strategies and actions. Importantly, the draft Cultural Plan aligns
with and seeks to support the aims and objectives of Council’s Corporate Plan, Council’s
planning scheme “The Noosa Plan”, the Noosa Social Strategy, the Noosa Shire Local Economic
Plan and Noosa Design Principles. It will replace the Cultural Development Policy which
transferred from Sunshine Coast Regional Council.

A timeframe of five years is proposed for the Cultural Plan from 2018 to the end of 2023. This
ensures that the plan has a range of short to medium term achievable actions with enough
flexibility to adapt to new issues or opportunities. The outcome of the feasibility study into a
potential new gallery or cultural facility will see the need to review and adjust the Plan going
forward.

The draft Cultural Plan presents six strategic themes:
1. History and Heritage
2. Places and Spaces
3. People and Participation
4. Knowledge and Learning
5. Growing the Cultural Economy
6. The Digital Future Begins Now

Each theme proposes strategic goals, key actions and several priority focus areas. Each year an
annual action plan would be developed in line with the budget process to progress the goals of
the Cultural Plan.

While currently presented as a single document, the intention is to produce a separate four to six-
page strategic summary once the community consultation is complete and the Cultural Plan has
been finalised.

5.   Proposed Community Consultation

It is proposed to undertake wide-ranging community and stakeholder consultation regarding the
draft Noosa Cultural Plan throughout May and June. Consultation will be encouraged through:
 Media releases and social media;
 Online discussion and feedback through YourSayNoosa portal;
 Meetings and focus groups with key internal and external stakeholders;
 Cultural Plan “Pop-ups” in key locations including libraries and the regional gallery; and
 Community Cultural Plan workshop.
