That Council note the report by the Community Development Coordinator to the Services &
Organisation Committee Meeting dated 12 July 2016 and
A. Adopt the Noosa Social Strategy three (3) year Implementation Plan as set out in
Attachment 1 to the report; and
B. Request the Chief Executive Officer to provide an update and review of the Implementation
Plan after twelve (12) months of operation.
Finance
The development of the Noosa Cultural Plan has largely been undertaken in-house with existing
staff resources. $2,000 has been allocated in the “Grow your Arts” RADF-funded budget to
support the upcoming community consultation phase.
Once the final Cultural Plan has been adopted, the implementation of any new initiatives
contained within the Plan will need to be considered within Council’s annual budget process and
priorities both now and into the future.
Risks & Opportunities
Noosa Council has been operating without a strategic policy for the arts, cultural or heritage
sector since de-amalgamation. Individual areas have performed at varying levels, often
dependent on the leadership at a micro-level.
The lack of a guiding strategic framework means that there is lack of clarity of priorities and
limited achievement of shared goals. Resources and energy are also splintered and some
opportunities have been missed.
Most importantly it is difficult to achieve significant or sustainable improvement without a shared
vision and planned actions outlined to achieve goals and objectives.
Consultation
External Consultation - Community & Stakeholder
Extensive external consultation has taken place as part of the development of the draft Noosa
Cultural Plan including ongoing reference groups, broad public consultation through various
means and targeted consultation with individuals and organisations. Please refer to the
Methodology section for further details.
