SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 MAY 2018
Additionally, Rosenlund Contractors and Wagners Quarries have ISO accreditations in these
areas whereas Terragon Mobile Crushing does not.
Rosenlund Contractors is recommended as the preferred contractor for Portion A.
4. Portion B – Eumundi Road Landfill
Portion B relates to construction and demolition concrete waste crushing at Eumundi Road
Landfill.
Two conforming tenders were evaluated for Portion B of the contract; Rosenlund Contracts Pty
Ltd and Terragon Mobile Crushing.
The total cost was calculated based on an expected forecast of 10,000m3 of processed material
per year and applying the respondent’s tendered unit rates accordingly, to determine a
total/overall cost, as recorded in Attachment 2. As a result, Rosenlund Contractors pricing was
considered most advantageous to Council by a considerable margin.
Both tenderers demonstrated they have the capacity, experience and required plant to carry out
the works. Satisfactory methodologies were included in both tenderers submissions.
Rosenlund Contractors provided a very good response in regard to Quality, Safety and
Environment categories as their submission included in depth supporting documents and
management plans, whereas the supporting documents in Terragon Mobile Crushing’s
submission provided brief information only in this regard. Rosenlund Contractors are also ISO
accredited for these three elements.
Rosenlund Contractors is recommended as the preferred contractor for Portion B.
5. Scheduling
When the contract is awarded, the supervisor of each site will organise the crushing works once
there is a suitable build-up of material to process.
Finance & Risk
Based on the historical data and future estimates, the total cost over the first year is $185,859 for
the Quarry portion and $154,000 for the Landfill portion.
As this contract is a schedule of rates and there is no minimum workload requirement i.e.
services will be provided on an ‘as required’ basis, there is low risk of exceeding future budgeted
amounts provided the expenditure for these works is properly monitored.
