RECOMMENDATION
That Council note the report by the Executive Manager to the Planning & Organisation
Committee Meeting dated 23 June 2015 and:
A. Repeal the existing Fraud and Corruption Prevention Policy, which was transferred to
Noosa Council from the Sunshine Coast Regional Council (SCRC) under the Local
Government (De-amalgamation Implementation) Regulation 2013 and adopt the
Noosa Council Fraud and Corruption Prevention Policy provided at Attachment 1; and
B. Repeal the existing Business Continuity Management Policy, which was transferred to
Noosa Council from the SCRC under the Local Government (De-amalgamation
Implementation) Regulation 2013 and adopt the Noosa Council Business Continuity
Policy provided at Attachment 2.
REPORT
The purpose of this report is to seek Council’s approval of the Fraud and Corruption
Prevention Policy provided at Attachment 1 and the Business Continuity Policy provided in
Attachment 2. Both policies were presented in draft format to the Audit Committee at its
meeting on 25 May 2015.
The Local Government Regulation 2012 (S164) requires that Council establish and maintain
appropriate control measures to manage risks. The Fraud and Corruption Prevention Policy
and the Business Continuity Policy will further strengthen Council’s risk management.
1. Fraud and Corruption Prevention Policy
The Queensland Audit Office ‘Fraud Risk Management’ Report to Parliament 9: 2012-13
identifies that effective fraud control involves more than compliance with legislation and
having policies that acknowledge the risk. Better practice fraud control in public sector
agencies is achieved through the following three fundamentals:
Setting standards and enabling people to identify and report fraud;
Developing the tools to prevent and detect fraud; and
Responding appropriately to suspected fraud.1
