PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 23 JUNE 2015

The Policy provides an outline of Council’s Fraud and Corruption Framework and sets out
various roles and responsibilities across Council.

Subject to Council’s endorsement of the Policy, the Governance Branch will develop a Fraud
and Corruption Control Plan for implementation across the organisation detailing the
organisation’s intended action in implementing and monitoring fraud and corruption
prevention, detection and response initiatives. Actions will include relevant training and staff
awareness initiatives incorporated into the employee induction and code of conduct training
processes, and the development of training and awareness initiatives for existing employees
and management.

The Plan will align to AS 8001 – 2008 Fraud and Corruption Control Standards, and draw
from publication resources provided by the Queensland Audit Office, Local Government
Association of Queensland, and the Crime and Corruption Commission Queensland.

2. Business Continuity Management Policy

The Business Continuity Management Policy provided at Attachment 2 outlines Council’s
commitment to ensure that the organisation is adequately prepared for disruptive event to
operations.

The Policy provides a framework for business continuity management at Council and
outlines the principles by which business continuity plans will be developed, tested and
reviewed.

The framework consists of the following elements:

 Council Level Business Continuity Management Policy confirming Council’s
commitment of Business Continuity Management aligned to AS/NZS 5050:2010
Business Continuity – Managing disruption-related risk standard.
 Master Business Continuity Plan (BCP), which will provide the required detail for the
coordination and management of the organisation during a significant disruptive event,
the process for BCP activation/deactivation, and specific detail regarding BCP training
      and exercise requirements.
 Specific Operational Business Continuity Plans, which consider the impact of
disruptive events on critical operations and documents procedures to allow continuity
of services in the event of significant disruption.

Subject to Council’s endorsement of the Policy, the Governance Advisor will complete a
Master Business Continuity Plan in consultation with the Leadership Team. It is noted that
the ICT area has undertaken significant work on the development of its BCP and Waste
Management has also commenced developing its BCP. The Governance Branch will assist
these areas and the following critical operational areas with the development of a BCP over
the coming months:

    Council Buildings;
 Payroll; and
 Customer Service.

Once the Master BCP and operational BCP’s have been developed, a program for testing
and conducting simulated exercises will be developed in consultation with the Chief
Executive Officer.
