PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 23 JUNE 2015
On the 1 April 2015, the applicant made a separate request to Council’s Property and
Facilities Manager to either purchase or lease this land for additional parking, increasing the
available car parking from 315 to 355. The proposed parking layout is shown as Attachment
3.
The Property and Facilities Manager subsequently advised the applicant they do not support
the lease or purchase of part of the Reserve for carparking. This is because the proposed
use as a carpark is inconsistent with the designated purpose of the Reserve and it is
preferable for the land to remain intact for the community purpose for which it was dedicated.
Were Council to consent to the use of this land for carparking, the application would need to
be remade to include the Reserve land. Notably the 355 spaces (inclusion of adjoining
parkland 40 spaces) would mean the design peak parking demand would be exceeded
about 20hrs per year.
Other Requests
Several other requests were made as part of the application pertaining to the reduction in the
number of bicycle facilities, and the removal of the condition restricting the number of
students and teachers.
Bicycle and end of trip facilities
The existing conditions require the following minimum bicycle and end of trip facilities:
Stage A - 18 bicycles, 9 lockers and 2 showers
Stage B - 35 bicycles, 18 lockers and 3 showers
The applicant requests the conditions be amended to only provide 24 bicycles parks, 12
lockers and 4 showers for the total development. In support of the request, the applicant’s
parking survey shows an average of 1 bicycle was onsite during any given day. It is further
noted that existing bicycle facilities are located underneath the existing building and
stairwells, which are not well signed.
Based on the current uses on the site, The Noosa Plan requires 154 bicycle parks, 77
lockers and 15 showers. The existing conditions have already substantially reduced the
bicycle parking provision from the scheme requirement and there is ample room on the site
to provide for the minimum number of bicycle parking and end of trip facilities specified by
the existing conditions of approval.
The applicant shall continue to provide for the required bicycle parking and end of trip
facilities in accordance with the existing conditions of approval, so as to encourage users to
access the site by means other than car, consistent with the outcomes sought by The Noosa
Plan.
Limit on people using the site
Condition 15 limits the number of people on the site at any one time for the education use.
This was originally imposed for infrastructure charging purposes, as the previous planning
scheme policies for education uses were based on numbers of students. Council’s
Infrastructure Charges Officer indicates that these policies have been superseded and are
based now based on use areas and it is considered acceptable to delete this condition.
