PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 23 JUNE 2015
5.2. Other Referrals
The application was forwarded to the following internal Council specialists, with their
assessment forming part of the report:
Property and Facilities Manager;
Coordinator Engineering Assessment;
Infrastructure Charges Officer; and
Environmental Officer.
6. CONCLUSION
The application seeks approval to change conditions of the existing development approval
for the Noosaville Medical & Professional Centre. The changes primarily seek to vary the
carparking and use area limits, as the education use (Central Queensland University - CQU)
is currently operating in conflict with the approval conditions and significantly exceeds the
approved floor area for that use. The existing approval requires the construction of a multi-
level carpark to adequately cater for increased demand.
CQU is the largest tenant in the centre and has the highest carparking generation rates of
the uses within the mixed use development. As part of the assessment, it was found the
current non-compliance with the existing conditions of the approval has had offsite
carparking impacts by way of an unlawful carpark constructed on the adjacent Lake
Doonella Reserve. Council’s traffic consultant also considers there is insufficient basis for
the parking relaxations sought and any further relaxations will inevitably lead to significant
off-site impacts.
It is recommended Council refuse the requested changes to reduce the onsite carparking,
bicycle parking and end of trip facilities as they are likely to cause offsite impacts on the
surrounding road network, noting that on street car parking along Goodchap Street is limited.
Furthermore, the applicant should be directed to remove all illegal works from the Reserve
and reinstate the disturbed area within 6 months.
Aside from the refusal of the requested reduction to the on-site parking provision it is
recommended to delete the condition relating to the maximum number of people permitted
on the site at any one time.
