Overall the Development Assessment budget for 2014/15 is in a sound position as at 31 May
2015. In the future, it is proposed to develop this financial reporting further to include cost
revenue analysis of each activity undertaken for Development Assessment. This will identify
whether generally Council is achieving full cost recovery for services for which Council can
reasonably apply a charge. It will also identify the community service obligation component
of the budget being activity for which no revenue is received such as general enquiries,
compliance action against breaches of development approvals and the planning scheme,
development appeals, infrastructure charges planning etc.
Waiver or Partial Waiver of Development Application Charges
Council’s adopted Fees and Charges include a provision for the Director, Planning and
Infrastructure to “partially or wholly waive a development fee where strict application of the
schedule fee is obviously unreasonable for the type of application being received.”
The tables below set out a summary of each application where a partial waiver of the
development application fees was granted for the period 1 January 2015 to 31 May 2015.
There were 6 fee variations in this period.
Application No Applicant Application Details Fees & Charges Fee

MCU15/0005 Northern Application for $23,760 $7920

Production
11/100 Rene St
Noosaville
The applicant requested a fee variation for an Industrial Use application, specifically
requesting that the inconsistent fee multiplier of 3 not be applied.
The multiplier was considered excessive for the following reasons:
A proposed amendment to the planning scheme will make the use a consistent use in
the E3 precinct of the Shire Business Centre. The site is in Rene St adjacent to Noosa
Civic and the existing industrial area.
The site, prior to subdivision has approval for Industrial use, however, the approval for
this specific site is for Adult Education, requiring this application.
Under the circumstances it was recommended that the fee variation be approved.
