PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 23 JUNE 2015
Application No Applicant Application Details Fee & Charges Fee
Policy proposed
MCU15/0026 Lend Lease RL Application for $17,163 $3,587
(Noosa Multiple housing Type
Outlook) Pty 3 – Retirement and
Ltd Special Needs
The applicant requested changes to an existing development to create a total of 38
additional bedrooms within 15 existing duplex dwellings in the Noosa Outlook retirement
village. The proposed changes were well below the population density established under
the planning scheme for the site. The proposal would be a permissible change to an existing
approval under normal circumstances, however, as the site was the subject of several
rezoning approvals there was no development approval to change.
The applicant was therefore required to lodge an impact assessable Material Change of Use
where the application fee under the Fees & Charges Schedule would be $17,163. The fee
for a Permissible Change (more substantial matter) to a development approval is $3587 and
was considered the appropriate fee in this instance.
Under the circumstances it was recommended that the fee variation be approved.
Application No Applicant Application Details Fees & Charges Fee
Policy proposed
MCU15/0025 Pi Home Pty Multiple housing Type $19,665 $6555
Ltd 4 – Conventional 3
Inconsistent
units
41 Belmore Tce
Sunshine Beach
The site contains an older 3 unit development and the application seeks to make extensive
changes to one of the existing units only. The other two remain unchanged. It does not
constitute a permissible change and the application was required to be lodged as an
inconsistent impact assessable application with a fee of $19,665.
The proposed extension to the unit would increase the Gross Floor Area (GFA) on site and
this may be out of character with the surrounding development given the scheme now only
supports duplex dwellings in the area. However, review of the existing development in the
area will be required to determine the extent of any impacts.
Under the circumstances the fee for a multiple dwelling is excessive and it was considered
that the fee for 1 unit $2185 x 3 for inconsistent use apply ($6555)
