The application is for earthworks on a vacant rural property where the owner will fill for a
future house site and shed pad. Council has no detailed flood data for the site and the
proposal is to fill approximately 1m to achieve the 100m AHD (the code states that building
or structures not be located below 98.5m).
It is apparent that limited assessment of the filling is required and the inclusion of conditions
relating to truck movement and sediment & erosion control are considered to be sufficient.
Under the circumstances it was recommended that the base fee of $834 be applied in this
instance.

The Reconfiguring a Lot approval was for a 2 staged development creating a total of 3 lots (1
full frontage and 2 from an access handle) The approval called for an Operational Works
application for Electrical reticulation and access only. The applicant has completed Stage 1
and is preparing to lodge an application for the Access component in conjunction with Stage
2. The applicant has indicated they have the relevant Energex clearance for Stage 2.
The applicant requested a fee variation. The relevant fee for OPW for all works (i.e. drainage,
stormwater, landscaping etc.) in conjunction with a REC is as above. As the assessment will
be limited to the access requirements only, it was recommended that the base flat fee apply,
which provides a waiver of $1010 for the 2 lots.

The original approvals are for Visitor Accommodation Type 4 (Stage 1 & 2 Beach Rd
Retreats) and the applications seek to extend the relevant period of a Development Permit
for Stage 1 and a Preliminary Approval for Stage 2 by 4 years in each case. Both approvals
are similar in terms of content and associated issues and can be assessed concurrently.
The applicant has requested a fee reduction so only one fee applies for assessment of the
two applications. Under the circumstances it was recommended that only one fee apply to
the two applications and an administration fee of $166 apply for the second one for the
additional administration involved. This administration fee is the fee specified to cover
administration of refunds where an application is withdrawn.

Based on these variations to the development charges, a review of the fees and charges is
not considered warranted at this time.
