Dear Sir/Madam,

Re: Development Application Lodgement and Fee Reduction Request – Material Change of Use – Temporary Use
(Outdoor Sport and Recreation - Rowing Club) Lake Macdonald Park, Lake MacDonald Drive, Lake Macdonald
QLD 4563 - Lot 1 on SP305289

Seqwater hereby submits a Development Application for a Material Change of Use for the temporary relocation of
the Lake Macdonald Rowing Club within Lake Macdonald Park.

Seqwater also formally requests a 50% reduction in the applicable MCU application fees under the Noosa Council
Fees and Charges 2025–2026 subsidy for Community, Sporting and Religious Organisations. The application relates
to the Lake Macdonald Rowing Club, which is a not-for-profit community organisation. A copy of the Club’s
Certificate of Incorporation has been included with the application material as evidence of its not-for-profit status
and eligibility for the fee reduction.

The application seeks approval for a small-scale, temporary rowing club facility, comprising a single lightweight and
relocatable shipping container for equipment storage, located adjacent to the existing Lake Macdonald boat ramp.
The proposal supports continued rowing activities of the Lake Macdonald Rowing Club during ongoing dam
improvement works and is intended to operate for approximately five (5) years, after which the site will be fully
decommissioned and rehabilitated.

The subject site is owned by Noosa Council and is located within the Recreation and Open Space Zone under the
Noosa Plan 2020. The Lake Macdonald Rowing Club is a not-for-profit community organisation, is limited in scale
(with a maximum of nine (9) rowers on site at any one time), and the use will have a minimal physical footprint,
comprising a single, lightweight, relocatable shipping container for equipment storage. Accordingly, the
development is code assessable and does not trigger referral to any advice or concurrence agency under Schedule
10 of the Planning Regulation 2017.

The application has been prepared having regard to amended pre-lodgement advice issued by Council on 23rd
February 2026, and responds comprehensively to the matters raised, including biodiversity and riparian
considerations, flood hazard, parking, hours of operation, building presentation, and operational management. The
