GENERAL COMMITTEE MEETING AGENDA 12 OCTOBER 2020

                                 Figure 15: Site Cover additions

   Whilst the proposal exceeds the site cover provision of Specific Outcome 10, the proposed
   development meets Specific Outcome O9, which states:
   The site cover, gross floor area and plot ratio of buildings and other roofed structures –
   a) results in a building scale that is compatible with surrounding development;
   b) does not present an appearance of excessive bulk to adjacent properties, roads or other
       areas in the vicinity of the site;
   c) maximises the retention of existing vegetation and allows for soft landscaping between
       buildings;
   d) allows for adequate area at ground level for outdoor recreation, entertainment, clothes
       drying and other site facilities; and
   e) facilitates onsite stormwater management and vehicular access.
   The increase in site cover is largely at the ground level and is predominantly roofed,
   unenclosed additions, proposed to provide weather protection to pedestrian and visitors /
   patrons of Netanya. As such, the proposed changes to the development are minor in nature
   and result in a building scale that is compatible with surrounding development and do not
   present an appearance of bulk to adjacent properties or the beach. The proposed additions
   allow for adequate areas at ground level for outdoor recreation and entertainment, including
   increased amenity for patrons of the Providore.
   While exceedance of the site cover limit would not typically be recommended, the
   refurbishment of the Netanya development will result in a superior and updated built form
   outcome to what is currently existing and will result in greater comfort, activation and visual
   interest for pedestrians along Hastings Street, due to the increased weather protection and
   outdoor dining located along the frontage. In addition, the proposal maintains and enhances
   the existing area of landscaping. Therefore, the proposed site cover is acceptable and
   compatible in the context of the subject site, existing development, and historical
   development within Hastings Street.
   GROSS FLOOR AREA (GFA)
   The 1985 approval for TPC1737 (approval for the eastern portion of the building and
   amalgamation on the two halves of the development) was assessed under the 1985 Town
   Plan, which allowed for a maximum GFA of 4,757.28m2.

                                                                                  Page 31 of 84
