1. Introduction
In July 2018, Tourism Noosa in conjunction with Noosa Council, commissioned C Change
Sustainable Solutions Pty Ltd (C Change) and SGS Economics and Planning to determine the
value and impact of tourism on the Noosa Community. In particular, the report was to focus
on the following areas:
• The economic impact of tourism on Noosa Shire’s economy;
• Community benefits of tourism as well as unintended negative impacts;
• Community attitudes to tourism in Noosa, based on social indicators in the Tourism
and Events Queensland’s (TEQ) “Social Indicators 2017” report; and
• Visitor experiences at key sites in Noosa.
With the exception of the economic value of tourism, it is important to note that the study
was focussed on community / business perceptions of impacts as opposed to actual impacts.
Structure of the Report
This report provides the outputs of the research completed for this commission, and is
structured as follows:
• Section 2 provides the context for the study. This notes the policy environment and
its support for tourism as well as outlining the positive and negative impacts of
tourism generally. The methods used to fulfil the objectives of commission are also
noted;
• Sections 3- 6 then provides a discussion of findings from the methods utilised. In
particular:
o Section 3 outlines the economic impact and value of tourism;
o Section 4 notes the findings of the visitors survey;
o Section 5 notes the outcomes of the Business Survey; and,
o Section 6 outlines findings from the resident survey and, where possible,
how these compare to the TEQ social indicators survey results.
• Section 7 brings all information together and provides a summary of findings and
key conclusions from the study.
