Civil RFI Response Letter
4th April 2022
Ref: RAL21/0035
Noosa Shire Council
PO Box 141,

Attention: Maxwell Potter
Dear Sir,
Re: Information Request
At: 21 Jirrima Crescent, Cooroibah. Lot 46 RP 136461
With reference to the abovementioned request for additional information (ref:
RAL21/0035), we prepared a response to address the matters raised regarding the existing
driveway access as follows:
1. Provide additional detail on the proposed access driveway. The detail must
include but not be limited to:
1.1. A plan prepared by a suitably qualified person (Registered Professional
Engineer of Queensland – RPEQ)
1.2. A formation that is in accordance with PSP6 or sufficient detail to
demonstrate that the proposed formation achieves compliance with the
Reconfiguration of a Lot Code – Performance Outcome PO21(g).
Please refer to the attached plans demonstrating the configuration of the proposed battle
axe handle driveway.
Based on historical information including design plans prepared by Aurecon, the existing
access road is understood to have been constructed to allow access to heavy vehicles to a
NBN tower installed in the adjacent property. The historic plans indicate that the driveway
was constructed to a design of 100mm of road base and 300mm of subbase over a
geofabric liner, which is believed to be a minimum depth.
A site inspection was undertaken on Friday 18 March to investigate the driveway condition
and suitability to be used as access which found the driveway in good condition, with a well
compacted and stable gravel surface layer despite the recent heavy rains. Refer to Figure 1
- Existing Driveway Conditions during Site Visit for an indicative photo of the conditions
observed. A measured width of minimum 3.5m was found to be typical along the length of
the driveway.
Our assessment of the driveway, based on the design information and observed condition
of the driveway during the site visit, has found that the driveway is of solid construction and
typically suitable to provide all weather access to the proposed rear allotment in its current
state.

Figure 1 - Existing Driveway Conditions during Site Visit
Performance outcome 21(g) of the Reconfiguration of a Lot Code requires that for a rear
battle axe allotment, the vehicular driveway “will not have a detrimental impact on lots
adjoining the access strip due to excessive noise, light, dust, stormwater runoff and the
like”.
Discussions with Council have identified that in particular, the dust and noise impacts to a
potential subdivision and future dwelling on the adjacent lot, and the existing dwelling on
the subject site are of particular concern due to their proximity to the driveway. To ensure
minimal impacts to these properties, local sealing of the existing access driveway will be
carried out, extending approximately 50m beyond the existing dwelling. A 10mm single
coat seal with prime has been nominated for the seal due to the low volume of traffic
expected to be generated by a single dwelling.
We believe that by providing this sealing, the driveway achieves the performance
objectives required and that this will address the relevant concerns raised in the Information
request notice, however, should additional information be required please contact this
office.
Yours faithfully,
RECOR Pty Ltd
