Dear David
Re: Dust Deposition Monitoring Adjacent to Top Forestry Road –
Proposed Poultry Growing Sheds, Ridgewood
Further to your request, MWA Environmental has undertaken dust deposition monitoring over a
three month period at two locations in proximity to the unsealed Top Forestry Road at
Ridgewood. The monitoring has been conducted to characterise the dust deposition rates from
existing vehicular traffic prior to commencement of the proposed poultry growing operations.
The monitoring and analysis has been undertaken in accordance with AS3580.10.1:2003
Methods for sampling and analysis of ambient air – Determination of particulate matter –
Deposited matter – Gravimetric method.
The monitoring locations were selected as representative of the typical minimum setback
distances from the edge of the Top Forestry Road to residential dwellings. It is noted that the
monitoring locations did not fully comply with Australian Standard siting guidance due to
constraints in relation to available setbacks from vegetation, however it was not considered to
affect the representativeness of the monitoring.
Dust monitoring locations A & B are shown on Figure 1.
The monitoring locations are described as follows:
Location A: Approximately 43 metres to roadway at Lot 20 on SP226606
Approximately 130 metres east of the poultry farm access to Top
Forestry Road
Location B: Approximately 20 metres to roadway at Lot 5 on RP838769
At the northwestern corner of the intersection of Top Forestry Road and
King Parrot Lane

Re: Dust Deposition Monitoring Adjacent to Top Forestry Road – Proposed Poultry Growing Sheds, Ridgewood
Ref: L16915/BH/12-002
Monitoring was undertaken over three sampling periods, as follows:
Month 1: 11/11/2014 to 09/12/2014 (28 days)
Month 2: 09/12/2014 to 06/01/2015 (28 days)
Month 3: 06/01/2015 to 06/02/2015 (31 days)
The dust deposition guideline applied by the Queensland Department of Environment and
Heritage Protection is 120 mg/m2/day which is taken as equivalent to 3.6 g/m2/month assessed
against the measured Total Insoluble Matter. This is the accepted regulatory indicator for
potential nuisance dust i.e. dust fallout onto parked vehicles, external surfaces such as
furniture.
The ALS Environmental analysis reports for the three sample periods are included as
Attachment 1 to Attachment 3.
The relevant results are summarised in Table 1 below.
Table 1: Summary of Dust Deposition Monitoring Results

B 2.4 Compliant 67% -
A 2.1 Compliant 58% -

B 6.6 Non-Compliant 183% combustible

The results of the three months of monitoring indicate compliance with the relevant dust
deposition guideline for all samples with the exception of an elevated Total Insoluble Matter
result at monitoring Location B for Month 3. Further analysis of the sample results for
Location B in Month 3 identifies that 4.2 g/m2/month of the Total Insoluble Matter was
Combustible Matter which is not typically associated with particulate emissions from unsealed
roads (i.e. mineral matter). The balance 2.4 g/m2/month was remaining Ash Content which is
consistent with expected particulate emissions from unsealed roads.
Advice from the landholder1 is that a contractor slashed the property containing monitoring
Location B between 6 and 10 January 2015, during the Month 3 monitoring period. Based
upon this advice and the detailed analysis results it is considered that the near-field grass
slashing activity unreasonably compromised the intended road dust deposition monitoring at
Location B during Month 3. A more reasonable assessment of the Top Forestry Road
contribution to dust deposition at Location B during Month 3 is the 2.4 g/m2/month Ash
Content.

Re: Dust Deposition Monitoring Adjacent to Top Forestry Road – Proposed Poultry Growing Sheds, Ridgewood
Ref: L16915/BH/12-002
Excluding the influence of near-field grass slashing activities on the Location B during Month 3
sample, the average dust deposition rates2 measured for each monitoring location were:
Location A: 2.1 g/m2/month – 57% of nuisance guideline – 43% remaining capacity
Location B: 2.2 g/m2/month –61% of nuisance guideline – 39% remaining capacity
I note that the assessment of traffic generation rates from the proposed broiler farm use by
Lambert and Rehbein forecasts that the site will generate an additional 4 vehicles per day (2 in,
2 out) on Top Forestry Road. This is a relatively minor increase in the traffic carried by Top
Forestry Road and would not be expected to have significant effect on potential dust nuisance
at residences along the unsealed road.
Considering the available air shed capacity and the minor increase in traffic that will result from
the proposed poultry farm, it is considered that the relevant dust deposition (nuisance)
guideline would be satisfied with the poultry farm operating even if Top Forestry Road
remained unsealed.
On this basis, and with reference to ‘Matter A’ raised in Noosa Shire Council correspondence
of 26 September 20143, the sealing of Top Forestry Road is not expected to be necessary to
prevent unreasonable dust nuisance at residents living along Top Forestry Road.
I trust that the above information is suitable for your requirements. If any clarification or
additional information is required please contact the undersigned on (07) 3002 5500.
Yours sincerely
Ben Hyde

The analytical procedures used by the Environmental Division have been developed from established internationally recognized procedures such as those published by the USEPA, APHA, AS and NEPM. In house
developed procedures are employed in the absence of documented standards or by client request.
Where moisture determination has been performed, results are reported on a dry weight basis.
Where a reported less than (<) result is higher than the LOR, this may be due to primary sample extract/digestate dilution and/or insufficient sample for analysis.
Where the LOR of a reported result differs from standard LOR, this may be due to high moisture content, insufficient sample (reduced weight employed) or matrix interference.
When sampling time information is not provided by the client, sampling dates are shown without a time component. In these instances, the time component has been assumed by the laboratory for processing purposes.
