INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 25 FEBRUARY 2014
In the spirit of the deed of agreement it is recommended that as part of the Expression of Interest
process Council could make the following commitment towards the project:
Officer assistance to groups to locate a suitable site;
Preparation and lodgement of the applications and approvals required for development of the
site and use of the site for community purposes; and
A fixed allocation from the Heritage Levy of $80,000 towards the cost for removal, and
relocation of the Cottage to the preferred site.
Upon relocation the Cottage is to be named “Tait Duke Cottage”.
It is further proposed that if no EOI’s are found to be acceptable, then further discussions be held
with the Tait family pertaining to locating the Cottage on a site outside the general Tewantin
vicinity, donating the Cottage back to the family or otherwise dispose of the building.
Policy
A locality audit of community facilities was undertaken by Sunshine Coast Council in 2013 which
illustrated that Tewantin and Noosaville localities are well serviced by community facilities as
there is a range of existing community facilities in the Tewantin and Noosaville area.
The Sunshine Coast Sunshine Infrastructure Strategy 2011 proposes the following in the
Tewantin locality:
Reaffirm and continue to develop and strengthen the community hub in Tewantin (at
United Synergies)
The Noosa Social Plan 2006-2016 recommended the following:
(Section 18 Facilities & Services)
Goal 3 Develop a network of community infrastructure and facilities in Noosa Shire
3.3 Trial the viability of a neighbourhood centre similar to the Pomona Community house model
to provide support for young families and senior citizens by renting premises in Noosaville
or Tewantin.
FINANCE & RISK
Funds and resources will be required to move, permanently locate, provision of inclusive access
and car parking. No allocation exists in Council’s 2013/2014 program to support removal,
relocation or refurbishment of the Cottage.
The cost of establishing Tait Duke Cottage on any of the four potential sites ranged from
$606,397 through to $649,297. Refer to full details in Attachment 2.
* Note that no costs have been allowed for if there is a requirement for upgrading intersections or
associated traffic issues at any of the sites.
Council could consider contributing a fixed amount toward the removal, relocation and basic re-
establishment of the Cottage if there was a successful EOI. This could be referred to the Heritage
Levy for funding during the 2014/2015 budget deliberations. From the estimated costs in
Attachment 2, this would be in the vicinity of $80,000.
