EXECUTIVE SUMMARY
The Free Weekend Buses 12-month trial commenced on 12 February 2022 as an extension of
the existing Go Noosa Free Buses program that operates during the Christmas and Easter
school holidays.
The extension of free buses into the weekends, including long weekends, is seen as additional
incentivisation for visitors and residents to:
• create a more consistent travel behaviour and experience of using public transport
throughout the shire; and
• offset many of the previous negative experiences when traveling into the Noosa coastal
areas by private car during the weekends.
The free weekend bus services operate on existing Translink services that originate and
terminate within Noosa Shire, including routes:
▪ 626 – Tewantin to Sunrise Beach via Noosa Heads
▪ 627 – Tewantin to Sunshine Beach via Noosa Heads
▪ 628 – Parklands to Noosa Junction via Noosa Civic
▪ 629 – Tewantin to Noosa Junction via Noosa Civic
▪ 632 – Noosa to Cooran via Cooroy and Pomona.
Based on patronage and customer feedback the Free Weekend Buses trial has successfully
encouraged residents, staff, and visitors to use public transport to travel around the Noosa
Shire.
It is proposed to fund from the Sustainable Transport Levy a further 12-months of free weekend
buses, subject to Translink agreement.
The inclusion of Noosa only journeys for bus services that travel outside of Noosa Shire will be
further investigated once Smart Ticketing has been introduced by Translink.
RECOMMENDATION
That Council note the report by the Project Officer to the Services & Organisation Committee
Meeting dated 6 December 2022; and
A. Subject to Translink agreement, approve the continuation of free weekend bus services
on Translink routes 626, 627, 628, 629 and 632 between 13 February 2023 and 13
February 2024;
B. Fund the cost of free weekend bus services from the Sustainable Transport Levy; and
C. Continue to negotiate with Translink on their ticketing systems with the aim to allow other
routes that enter and depart the Noosa Shire to be included.

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 DECEMBER 2022
REPORT
The purpose of this report is to provide an evaluation of the Free Weekend Buses trial to date
and to endorse the funding from the Sustainable Transport Levy for an extension of the Free
Weekend Bus services for a further 12-months, subject to Translink approval.
1. Background
At the November 2021 Ordinary Meeting, Council approved the trial of Free Weekend Buses
on Translink routes 626, 627, 628, 629 and 632. Council entered into an agreement with
Translink with the 12-month trial commencing on 12 February 2022 at a cost of $174,982. The
purpose of the trial was to encourage residents, visitors, and workers to use public transport
during peak weekend periods, as well as encouraging public transport use back to pre-Covid
levels. The Free Weekend Buses trial is an extension of the Go Noosa Christmas & Easter free
bus services.
2. Free Buses Patronage
The Free Weekend Bus trial has successfully encouraged bus use. There has been an increase
in weekend bus patronage in 2022 compared to 2021 for every month of the trial except
February 2022 which was during a Covid wave in Queensland as well as an extreme flood event
in Noosa Shire.
Refer table below for comparison of 2021 and 2022 weekend patronage on routes 626, 627,
628, 629, 632.
Comparison of 2021 and 2022 weekend patronage on routes 626, 627, 628, 629, 632.

In addition to significant increases in bus patronage in 2022 to 2021, patronage exceeded that
of pre-Covid patronage levels in 5 out of the above 8 months on routes 626, 627, 628, 629 and
632.
3. Free Weekend Buses Feedback
Feedback on the free weekend buses trial was received via social media, face-to-face surveys,
and stakeholder engagement.
The majority of feedback was highly positive with strong support for the free weekend buses to
continue.
Negative feedback related primarily to Council being restricted to not being able to provide a
free bus service to Peregian Beach due to the existing Translink route 620 travelling outside of
the Noosa Shire.
184 people completed a quick poll on Instagram with the following results:
• 96% of respondents believed Noosa should be a place where catching free buses is
Page 5 of 38
Section 6
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 DECEMBER 2022
encouraged.
• 87% of respondents caught a free weekend bus to avoid the hassle of finding a car park.
• 61% of respondents think the free weekend bus services should be funded by the
Sustainable Transport Levy.
Image 1: Instagram Free Buses Quick Poll
Face-to-face surveys were conducted on Sunday, 14 August in Tewantin, Noosa Civic, Noosa
Heads and Noosa Junction - 25 surveys were collected.
Results indicated:
• 94% of respondents were very satisfied with the service & 6% satisfied.
• 100% would recommend free weekend buses to others.
• 71% stated they are more likely to try out a bus service if it is free.
• 41% stated the fact that the bus was free was very important to them. 35% stated it was
not at all important.
• Majority of respondents were aged above 60 years
• Reason for catching the bus: markets (x 4), rowing regatta, beach & lunch x 3, National
Park, shopping, site sightseeing, Tewantin Marina.
Feedback received from Pomona and District Chamber of Commerce indicated that the Free
Weekend Buses trial was helping to counter social isolation with seniors using the free service
to access the Noosa Civic and the Noosa Junction cinema. The Free Weekend Buses have
also been popular with young people in the hinterland facilitating access to attractions on the
coast. The free weekend buses have encouraged travel to the hinterland including the Pomona
markets and access to hiking trails.
Feedback from a business owner in Hastings Street indicated strong support for the Free
Weekend Bus trial to continue:
“There are so many positives to this continuing.
• It’s for everyone. All ages, locals, tourists, staff, and day trippers.
• 30-60 people on a bus conservatively reduces 20 vehicles a day in the precinct/ shire.
• So good for the environment with less vehicles.
Noosa precinct is no different to Bondi, Byron, St Kilda and other major tourist attractions.
Everyone wants the most convenient way to get there. If we can promote heavily to the local
community, including all the surrounding accommodation venues, I’m sure the uptake of utilising
a terrific initiative, will only enhance our destination, as a wonderful place to visit.
Like so many initiatives, it takes at least 12 months to change people’s habits, so please extend
the trial throughout 2023”.
Section 7
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 DECEMBER 2022
Free weekend buses have also been popular with visitors with resort owners providing the
following comment:
“We think the free weekend buses are a wonderful program and we totally support it. We hand
a lot of the brochures out and actively promote this initiative as a way to avoid the parking
hassles of Hastings Street but also as a way for guests to get around when they don’t have a
car. We have had many guests comment on how easy and great the initiative is (especially
since we have bus stops located quite close to our resort)”.
In summary, there is support for the Free Weekend Buses trial to be extended with staff to
continue to investigate options to allow for the inclusion of free travel on route 620.
Previous Council Consideration
Ordinary Meeting Minutes, 18 November 2021, Item 9, Page 26
That Council note the report by the Special Projects Coordinator to the General Committee
Meeting dated 15 November 2021, and:
A. Subject to Translink agreement, approve the use of Free Weekend Bus travel on Translink
services 626,627,628,629 and 632 between 24 January 2022 and 30 June 2023;
B. Delegate CEO to negotiate with Translink on the trial specifics and include the inequity of
current delivery of free buses to the remainder of the shire – 630, 631 and 620;
C. Note that an evaluation report will be presented to Council prior to conclusion of the 18-
month trial period for consideration of continuing the trial;
D. Fund the cost of the free weekend bus trial for the period January 2021 to June 2022 from
the Sustainable Transport Levy reserves and include the funding at Budget Review 2
(BR2); and
E. Undertake a review of the Transport Levy pricing structure to accommodate the service
as part of the 2022/2023 budget development process; and
F. That the CEO be requested to review options for funding ‘free’ bus services that more
equitably shares the cost across user groups and between visitors and residents with a
view of identifying cost neutral models for expansion of free weekend and holiday bus
services across all services within the shire including options for demand-oriented
solutions for hinterland areas outside the current public transport network. That council
engage the community on a place-by-place basis as part of the identification and
prioritisation of these options. Further that the results of these investigations be
considered as part of the 2022 – 2023 budget deliberations.
Finance
The table below identifies costs for operating the Free Weekend Buses trial from February 2022
to 2023.
Item Expenditure
Feb 2022 – Feb 2023
Free Weekend Bus – TransLink contract cost $174,982
Marketing $12,264
(Oct 22)
Expected expenditure $20,000
(Feb 23)
Total $194,982

Item Estimated Expenditure
Feb 2023 – Feb 2024
Free Weekend Buses – TransLink estimated cost $180,00
Marketing $20,000
Total $200,000
The Sustainable Transport Levy is forecast to be $354,000 by the end of the 2022/23 financial
year. The continuation of the Free Weekend Bus trial will impact levy reserve balances if
drawdown on reserves is required to fund this cost. However, levy pricing decisions and
alternative funding mechanism discussions for future years can be deliberated as part of the
2023/24 budget process.
Risks & Opportunities
Translink have provided estimated costs for the trial however are to yet formally approve the
proposal which is an outstanding risk being mitigated through consultation.
The risk of not continuing free weekend bus services is the loss of an opportunity to continue
increasing bus patronage.
The year round incentivisation of public transport will accelerate transport strategy objectives.

Whilst Council encouraged all capable suppliers to tender, Council intends to utilise this ROPS
to encourage the development of competitive local business and industry. This may result in
Council giving preference to local suppliers over non-local suppliers when engaging suppliers
from the ROPS.
The ROPS is a register of suppliers that are pre-qualified and capable of responding to the
Council’s requirements in a timely manner; and where the Council can either:
• directly engage a supplier from the ROPS on an as required basis utilising the rates
provided within the Schedule of Pricing or on other rates as agreed; or
• request quote(s) from one or more suppliers on the ROPS on an as required basis for
fixed term services utilising the rates provided within the Schedule of Pricing or on other
rates or lump sum price as agreed.
Inclusion onto this ROPS does not provide a guarantee of work during the term of this Contract.
Council will also have the option to refresh the ROPS to allow additional suppliers to be added.
This also includes seeking suppliers for Category 11 and 12 for Automotive Panel Repairs
where no suppliers responded to this ITT. It is intended that the approval of new suppliers to
the ROPS will be approved by the CEO, as per the recommendation sought through this report.

Finance
Fleet Mechanical Repairs and Maintenance Services are engaged on an “as needed” basis
under a schedule of rates or a negotiated lump sum price in accordance with the PMP utilising
allocated Fleet budgets.
Risks & Opportunities
The establishment of a ROPS reduces the risks associated with engaging these services
ensuring Council complies with the Local Government Act 2009 and Local Government
Regulation 2012.
The ROPS is also an effective way to reduce the workload on both Council and contractors to
undertake work in a timely manner, while still ensuring compliance with Council’s Procurement
Policy.
The development of a Panel Management Plan will provide internal staff guidance in relation to
the selection of contractors from the panel and assessment of contractor performance.

appropriate exception (Section 234) of the Local Government Regulation 2012. To demonstrate
sound contracting principles, the following are addressed:
1. Value for Money
• Data#3 is a whole of government sole supplier of Microsoft Enterprise Agreement
contracts for the Commonwealth government (Whole of Government Microsoft Volume
Sourcing Arrangement VSA5) and has been a whole-of-government supplier for the
Commonwealth for Microsoft licensing for more than ten years;
Section 16
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 DECEMBER 2022
• Data#3 is the whole-of-government supplier for the Queensland Government for Microsoft
Products and Associated Licensing Solution Partner Services (ICCTSS.13.08) and
Microsoft Products (including Online Services) (ICTSS.13.05);
• Data#3 has provided the Microsoft Enterprise Agreement to Council since January 2014
with effective account management helping ensure Council does not breach licensing
copyright and proactively recommended changes to reduce costs; and
• Data#3 has worked with Microsoft and ICT branch to restructure Council’s licensing to
provide new security capabilities while reducing costs compared to retaining the existing
licensing.
2. Development of competitive local business and industry
The recommended supplier Data#3 is a Queensland company based in Brisbane, providing
state-based employment opportunities.
3. Open and effective competition
Data#3 were placed on the Local Buy ICT Solutions, Products, Services and New Tech (LB308)
arrangement as a pre-qualified supplier having undergone an open/public tender process
conducted by Local Buy, constituting a Local Government Association (LGA) Arrangement
under the Local Government Regulation 2012.
4. Ethical behaviour and fair dealing
Data#3 would be sourced as a pre-qualified supplier from a Local Buy Panel Arrangement.
Establishment of this panel was completed by Local Buy via a competitive tendering process.
Data#3 has an Ethics and Compliance Framework including annual staff training, a sustainable
environmental, social and governance (ESG) framework and is an accredited Family Inclusive
Workplace.

Finance
The Microsoft Enterprise Agreement is over a three-year term with annual costs of $535,997.26
and a total contract cost of $1,607,991.78. The adopted budget includes a budget of $539,884
for Microsoft licensing.

Description
Value (ex GST) Value (ex GST) Value (ex GST)
Microsoft Licensing $535,997.26 $535,997.26 $535,997.26
Table 1 – Contract cost over three years.
Most of the licenses (94%) used by Council are licensed by the number of users (staff requiring
the Microsoft software). If additional users are employed during the term of the agreement,
individual licences for those users are added from that year. If users leave, licences are
available for redeployment to other users. The remaining 6% of licensing is by device (physical
phone handset or computer processor).
Risks & Opportunities
Council’s Microsoft licensing includes subscription licensing for email and telephony that does
not permit continued use after the expiry of the licensing agreement. To continue using Microsoft
licensing without loss of service or breaching copyright, Council must renew the Microsoft
licensing before the expiry of the existing agreement on the 1 January 2023.

EXECUTIVE SUMMARY
The Regional Arts Development Fund (RADF) supports cultural activity through the professional
development and employment of arts and cultural workers in regional Queensland. RADF is a
partnership between State Government, through Arts Queensland and Noosa Council.
The RADF Committee is chaired by Councillor Karen Finzel and comprises external
professional arts industry representatives with Council officers in supporting roles.
17 applications were received and the RADF Committee has recommended 6 applications for
funding, totalling $38,440.00.
RECOMMENDATION
That Council note the report by the Community Development Manager to the Services &
Organisation Committee Meeting dated 6 December 2022 and approve the Regional Arts
Development Fund recommendations for Round 18 as outlined in Attachment 1 to the report.
REPORT
Regional Arts Development Fund (RADF) grants have been offered by Council since 2014
through a partnership between Noosa Council and the Queensland Government through Arts
Queensland.
This report covers the first RADF grant round for 2022-23 which closed on 14 September 2022.
Promotion of this RADF grant round included media releases to newspapers. Additional
information was then posted on Council’s website, circulated to Council’s arts database through
the Grow Your Arts e-newsletter and placed on social media (Facebook).
Support to applicants was provided by the Arts and Culture Development Officer, the
Community Development Officer and the Grants Officer. Staff attended face-to-face and online
meetings with individual applicants and responded to telephone enquiries and emails.
As per the Community Grants Policy all RADF applicants were required to speak to a grants
officer to discuss their project and get support through the application process.
Assessment
RADF applications were assessed against the following generic RADF assessment criteria:
• Will the project develop the paid artist’s professional life? (Quality)
• Will the project benefit the community, both directly and indirectly? (Reach/Impact)
• Is the project well planned and achievable? (Viability)
• Will the project increase the sustainably of quality and diverse creative communities?
(Reach/Impact)
They were also assessed against the Noosa RADF Committee’s two priority areas for 2022-23:
The Next Step
• Art and Wellbeing
Section 32
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 DECEMBER 2022
All of the six successful applications addressed one of these priority areas.
A total of 17 applications requesting $98,173.00 were received and assessed by the RADF
committee.
In accordance with RADF Guidelines, committee members are required to declare any conflicts
of interest and once declared the committee member is then not involved in related assessment
processes. In this round, one member of the committee declared a conflict of interest for one of
the applications.
The RADF Committee has recommended six applications for funding, totalling $38,440.00. The
projects recommended for funding are excellent in quality and diversity and will employ quality
artists and arts workers who will engage in valuable arts and cultural activities across the shire.
Previous Council Consideration
Since 2014, Noosa Council has had a RADF partnership with Arts Queensland. As part of this
partnership, Noosa Council is able to offer grants to artists and arts organisations within the
Noosa Shire. These are assessed by the RADF committee and approved by Council twice each
year.
Finance
RADF is a partnership between the State Government, through Arts Queensland and Noosa
Council.
Council has a funding agreement which runs from October 2022 to September 2023 with Arts
Queensland and Council’s contribution is funded in the 2022/23 budget.
RADF Carry over from 21/22 $12,730
22/23 Budget allocation $30,000
Arts Qld Contribution $30,000
Total $72,730
Round 18 recommended grants $38,440
Balance remaining for Round 19 $34,290
The next round of RADF grants (Round 19) are scheduled to be open in February - March 2023
for projects delivered in the 2023-24 financial year. These grants will be funded out of the 2022-
23 RADF program.
Council has received notification from Arts Queensland that they will roll over the RADF Funding
Agreement from 2021-22 to 2022-23 while they review the RADF program. Council is waiting
on further correspondence from Arts Queensland about how the RADF partnership between the
state government and local councils will progress.
Risks & Opportunities
There are no risk implications.
The RADF program provides opportunities for the local arts sector to build their skills,
