EXECUTIVE SUMMARY
This report provides a recommendation for the appointment of a preferred Contractor to Noosa
Shire Council’s Environmental Monitoring Contract.
RECOMMENDATION
That Council note the report by the Environmental Officer to the Planning and Environment
Committee Meeting dated 12 September 2017 and Award Contract 1617T055 for Environmental
Monitoring to Future-Plus Environmental for an initial period of three (3) years at an estimated
total cost of $143,934 (excl. GST), (i.e. $47,981 excl GST per annum) with an option to extend
for two (2) further periods of up to twelve (12) months each. The options to extend will be at
Council’s sole discretion and subject to Council’s review of Contractor performance under the
Contract and proposed pricing.
REPORT
1. Background
Noosa Council has one active landfill at Noosa Eumundi Road, two waste transfer stations over
closed landfill sites at Cooroy and Pomona as well as a revegetated closed landfill site at Noosa
Heads.
Council’s general environmental duty is to ensure that the current or closed landfill sites are not
responsible for causing environmental harm. This is demonstrated via Environmental Monitoring.
Council undertakes the required Environmental Monitoring via external consultants to perform the
required monitoring to ensure compliance under the Environmental Protection legislation.
The previous Environmental Monitoring contract has now expired and a new contract required to
be executed to continue the works.
2. Tender Details
Due to the nature of the services required and the aggregated value of the works being greater
than $200,000, Council called a public tender for the works through the LG Tenderbox system in
accordance with the Local Government Act 2009.
