PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 SEPTEMBER 2017
An open invitation to tender was released via LG Tenderbox on 5 May 2017 with advertising in
the Sunshine Coast Daily on 6 May 2017 and in the Noosa News on 9 May 2017. An industry
briefing was held on 23 May 2017. The tender closed on 6 June 2017. A total of Twenty-two
(22) companies responded to the tender, with one (1) company offering Council both a
conforming and alternate submission. All twenty-three (23) submissions were deemed
conforming and progressed to evaluation.
3. Tender Assessment
The tender evaluation panel undertook and assessment of the tender submissions.
Given the weather and incident based nature of the work, a definitive lump sum could not be
established for the cost of the works. To financially evaluate tenders, an annual scenario was
established based on previous and anticipated environmental monitoring requirements (refer
page 2 of Attachment 1).
The tenders were evaluated using the following criteria:
Capability and resourcing;
Contract experience and capacity;
Methodology;
Quality;
Health & Safety;
Environment and sustainability; and
Price.
The tender evaluation team considers the tender from Future-Plus Environmental to be the most
advantageous to Council and presents the best value for money.
Future-Plus Environmental’s tender submission is favourable as they have significant previous
experience, an excellent track record with similar projects; they are more than capable and have
the necessary resources to deliver the services required in this Contract.
Finance & Risk
A provision of $66,675 (excl. GST) has been made within the 2017/18 budget.
The provisional budget is an estimate of monitoring required by weather events experienced over
the past 4 years. If an unanticipated weather event occurs during the term of the contract, there
may be requirement to undertake additional environmental monitoring. In such an instance, a
Budget Review (BR) request will be required to seek additional funds to cover additional
environmental monitoring.
Future-Plus Environmental would be responsible for Workplace Health and Safety. It is a
requirement that prior to commencing, workplace health and safety plans will be submitted to
Council for approval. Regular audits on compliance with these approved plans will be undertaken
by Council throughout the delivery of the environmental monitoring services.
The risk of meeting the environmental monitoring objectives is to be managed by Council under
the contract.
