PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 NOVEMBER 2017

The legislation and statutory guidelines require a draft LGIP be reviewed by an Independent
Reviewer selected from the Department of Infrastructure, Local Government and Planning
(DILGP) “panel of pre-approved LGIP reviewers” prior to proceeding to the Minister’s review.
The requirements for this independent review is to:
1) Evaluate whether a proposed LGIP complies with the requirements outlined under the
     Statutory Guidelines:
     a) 04/14 Making and amending planning instrument (MALPI); and
     b) 03/14 Local government infrastructure plans, including the LGIP template, the SOW
model and the LGIP Checklist; and
2) Provide a written statement and the completed checklist to the local government detailing
the findings of the compliance check.
Following the Ordinary Meeting of 21 September 2017, the compiled draft LGIP was completed
and forwarded for independent review to “Integrated Infrastructure Planning” being the contractor
appointed from the DLGP’s panel and in accordance with Council’s Procurement Policy.
Consultation with the independent reviewer has helped in finalising the draft LGIP for this first
review.
Integrated Infrastructure Planning have now completed their review of the draft LGIP and
provided the completed LGIP checklist with their comments and their Appointed Reviewer
Statement. No corrective actions have been identified and the draft LGIP is recommended to
proceed to the Minister’s first review.
Under the legislation and statutory guidelines, a Local Government Infrastructure Plan
amendment (LGIP amendment) is required to follow the identical statutory process as a major
amendment to the planning scheme. The full review process is detailed in Schedule 5 of
Statutory Guideline 04/14 and is provided in Attachment 1. This process is also summarised by
