Noosa Civic Expansion
28 Eenie Creek Road, Noosaville and parts of the road reserves of Hofmann Drive and Walter Hay Drive
(d) Scenario 3 is expected to generate 816vph in the weekday PM peak hour and 163vph in the
Saturday peak hour (compared to 879vph in the weekday PM peak hour and 938vph in the
Saturday peak hour for the proposed development);
(e) The proposed development is anticipated to generate 8% more traffic during the weekday
PM peak hour and 5.75 times more traffic during the Saturday peak hour than Scenario 3
(commercial development in Precinct E1);
(f) For Scenario 3:
(i) for the weekday PM peak hour, all intersections will have similar impacts and similar
upgrading requirements to that of the proposed development; and
(ii) for the Saturday peak hour, all intersections will have much smaller impacts than for
the proposed development, but the upgrading requirements will be similar to that
required for the proposed development due to the weekday PM peak hour traffic
needs;
(g) Scenario 4 comprises 102,600m2 of commercial office floor space on Precincts E1 – E7,
calculated as follows:
> Precinct E1: 4.0ha x 0.6:1 plot ratio = 24,000m2 commercial
> Precinct E2: 1.5ha x 0.6:1 plot ratio = 9,000m2 commercial
> Precinct E3: 1.9ha x 0.6:1 plot ratio = 11,400m2 commercial
> Precinct E4: 2.9ha x 0.6:1 plot ratio = 17,400m2 commercial
> Precinct E6: 3.1ha x 0.6:1 plot ratio = 18,600m2 commercial
> Precinct E7: 3.7ha x 0.6:1 plot ratio = 22,200m2 commercial
(h) Scenario 4 is expected to generate 3,488vph in the weekday PM peak hour and 698vph in
the Saturday peak hour. If Precinct E1 was developed with 22,920m2 of retail rather than
24,000m2 of commercial, the weekday PM peak hour would generate 3,552vph, an increase
of 1.8% on the traffic generated for Scenario 4 in the weekday PM peak hour;
(i) It is a reasonable assumption that Council’s planning for the road network surrounding the
site is able to accommodate an additional 3,488vph in the weekday PM peak hour;
(j) In relation to possible intersection upgrades, Cardno has concluded as follows:
(i) the intersection upgrades required under the proposed development – with or without
7,000m2 of commercial (Scenarios 1 and 2) are the same as those required under
Scenario 3 (24,000m2 of commercial in Precinct E1);
(ii) substantial upgrades of intersections 1 – 6 are likely to be required if the undeveloped
portions of Precincts E1 – E7 on Map SBC are developed with commercial office
floor space (Scenario 4);
(iii) if the proposed development was included in Precinct E1 and Precincts E2 – 7 were
developed at their maximum specified plot ratios for commercial office floor space,
identical upgrades of intersections 1 – 6 to those required under Scenario 4 are likely
to be required.
Development consistent with the requirements of The Noosa Plan (i.e. the maximum theoretical
development of Precincts E1 – E7) is likely to require substantial upgrades to parts of the external
road network, due to insufficient capacity.
The requirement for upgrades to the external road network is likely to be similar whether the
proposed development is included in Precinct E1 or this precinct is developed for commercial
purposes.
4.3 Traffic
“The applicant has not demonstrated all intersections that may be subject to significant impacts
have been assessed (for example, the intersection of Eenie Creek Road and Reef Street has not
been considered).
