Noosa Civic Expansion
28 Eenie Creek Road, Noosaville and parts of the road reserves of Hofmann Drive and Walter Hay Drive
Information Required:
40 Assessment of any intersection at which the traffic volumes on a particular approach
are projected to increase by 5% or more during weekday PM peak period or the
Saturday Noon peak period.”
RESPONSE
The Eenie Creek Road and Reef Street intersection was assessed in 2010 as part of Cardno’s
traffic impact assessment for a previous development proposal for the site. That proposal
involved an additional 35,850m2 of retail uses and an additional 5,200m2 of commercial uses;
significantly more gross floor area than proposed and assessed as part of this development.
Cardno’s assessment of this intersection under the larger development scenario indicated that it
would operate well below the desirable limit for the degree of saturation under all future scenarios.
Consequently this intersection was excluded from assessment as part of the proposed
development.
The 2010 traffic assessment identified the following the four key intersections for assessment:
Eumundi-Noosa Road/Beckmans Road;
Eumundi-Noosa Road/Rene Street;
Eumundi-Noosa Road/Eenie Creek Road/Eumundi Road;
Eenie Creek Road/Walter Hay Drive.
All four intersections have been included as part of Cardno’s traffic assessment for the proposed
development.
Given the Eenie Creek Road/Reef Street intersection operated well below capacity with a larger
retail development proposal less than five (5) years ago, and has not previously been identified
as a key intersection for analysis, it is considered reasonable and appropriate in the
circumstances to exclude this intersection from assessment as part of the proposed
development. An additional sensitivity analysis is not required in this instance.
4.4 Traffic
“The assessment provided assumed that the commercial and retail warehouse areas of the
existing centre generated traffic at the same rate as the retail centre (one integrated generation
rate adopted). Further, the proposed expansion, because of its composition and configuration,
can reasonably be expected to operate, to a degree, as an independent centre. Further, it is
understood that the effective increase in TUA of the proposed development will be approximately
23,190 square metres.
Information Required:
41 Consequently, a sensitivity analysis is required based on the design traffic
generations of the expansion resulting in a net increase in total site generations of
1390vph during the weekday PM peak hour and 1530vph during the Saturday noon
peak hour.”
RESPONSE
The need for a sensitivity analysis, based on total site generations of 1390vph during the
weekday PM peak hour and 1530vph during the Saturday noon peak hour, is unnecessary.
The proposed development involves 22,870m2 of gross floor area, comprising 22,230m2 of new
floor space and 640m2 of reconfigured floor space.
The net increase in total site generations has been estimated as 879vph during the weekday PM
peak hour and 938vph during the Saturday peak hour.
