Comment –
The applicant proposes 2 covered car parks within the garage and an additional non-covered space in
front of the dwelling. The minimum parking requirements for a bed and breakfast specified in table 9.4.1.4
is 1 space per guest bedroom. Therefore, the proposal requires an additional space onsite for the bed and
breakfast accommodation. The dwelling and secondary dwelling currently affords a demand of 3 spaces (2
for the dwelling and 1 for the secondary dwelling). Therefore, the total number of onsite carparking
required based on the minimum numbers specified in table 9.4.1.4 is 4 spaces.
As discussed, the applicant proposes 3 on site spaces. An additional space in a tandem arrangement, in
front of the garage, is not considered practical in this instance, as it will block the 3 other carparks and it is
not practicable to manage the comings and goings of a tourist /visitor, which will likely be sporadic (as
opposed to residence who typically leave in morning for work and return in the afternoon/evening).
Therefore, there is a shortfall of 1 space onsite, meaning the bed and breakfast accommodation will have
no onsite car parking.
Furthermore, it is also relevant to consider the following:
The development has a total of 4 bedrooms (1 for the main dwelling, 1 for the secondary dwelling and 2
proposed for bed and breakfast). Therefore, the likely number of users of the site is estimated to be 2
guest (sharing 1 bedroom) and 6 residents (sharing 3 bedrooms). The anticipated number of vehicles
for up to 8 people (or 4 parties/groups) is likely to exceed 3.
The peak parking demand for guest carparking is overnight when residential parking is also at peak
demand, during the day demand for car parking is dependent on the visitor as it is possible that some
guests will come and go during the day, while others may leave their car at the residence and utilise
public transport or simply walk to Hasting St and main beach.
Whilst the Noosa Junction is a public transport hub, it also attracts many people by car and the
carparking surrounding Bottlebrush Avenue is in demand during both the day and the night. Furthermore,
on-street car parking is limited within Berrima Row and the on-street carparks are currently heavily
utilised by surrounding residents.
