PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 JUNE 2022
During the assessment the applicant has suggested an additional crossover is possible to provide
additional space however this is impractical in light of the existing stormwater infrastructure and
vegetation within the road reserve. Furthermore, additional surface treatment would result in excessive
hard surfacing within the streetscape which would impact on the amenity / character of the street thereby
not complying with PO25 of the Noosa Heads Local plan code which requires that car parking does not
dominate the streetscape.
On this basis the development does not comply with PO6 as sufficient car parking is not provided .
High Density Residential Zone Code
Overall Outcomes
i) Home-based businesses allow residents to operate discreet businesses which
are compatible with high density living and the residential character and amenity
of the surrounding area.
Comment –
The proposed home-based business (bed and breakfast) is considered to be discreet in that the
number of bedrooms is limited to 1 and the maximum number of guest is limited to 4 thereby it is
considered an inconspicuous component of the dwelling. However, the inability to provide
adequate car parking onsite means that the occupiers will be competing for on street car parks
within the vicinity of the site. This is not compatible with high density living (where carparking
availability is a premium) and will therefore impact on the current amenity of the surrounding area.
The proposal is therefore considered to not comply with overall outcome i) of the High Density
Residential Zone Code.

amenity enjoyed by the adjoining or
surrounding properties.
Comment –
As a home-based business being home hosted accommodation the privacy of residents on the subject
property will be controlled by the residents of the dwelling. The use of the premises as a bed and breakfast
does not raise any additional privacy issues for adjoining properties as may currently exist. Home hosted
accommodation guests are unlikely to contribute to any increase in noise to adjoining properties as the
residents of the house are expected to be present and therefore it is less likely to be an issue. As the home-
based business is unable to provide adequate onsite car parking for the use it is likely that impacts on the
local road network may be caused by vehicles of visitors trying to park within the limited-on street parking.
