4.3. Other Referrals

5. CONCLUSION & REASONS FOR DECISION
The application seeks approval to reconfigure the existing site into 8 rural residential lots. The
layout reflects the flooding, biodiversity and bushfire constraints of the site with these areas
covered by an environmental covenant and bushfire access easement. All lots have designated
building envelopes that are located above the 1% AEP flood level, with future dwellings to be
constructed above the Probable Maximum Flood (PMF) level to facilitate the capacity for future
residents to seek refuge in place. Due to the relatively short time it takes for the internal road to
become inundated in an extreme event (PMF), it is considered appropriate that residents shelter
in place rather than try and evacuate.
The height of the access road to the site has been demonstrated to comply with planning scheme
requirements with the flooding of the surrounding road network and no further increase in height is
recommended.
It is noted that an emergency access to McKinnon Drive originally requested by Council and
provided by the applicant was not supported by the State.
The revised plans and supporting information have satisfactorily addressed concerns with regard
to flooding and bushfire and the application is recommended for approval subject to conditions.
