EXECUTIVE SUMMARY
Not applicable.

RECOMMENDATION
That Council note the report by the Project Manager - Transport Innovation to the Services &
Organisation Committee Meeting dated 6 October 2020 and recommend an upgrade to the
temporary path constructed as part of the previously completed Park Road Boardwalk Project as
per Option 5 in the Report with funding to be sourced at either Budget Review 2 or 3 dependant
on available savings from the current capital program.

REPORT
1. Background
The scope of the design and construction contract for the Park Road boardwalk replacement
included provision for temporary pedestrian access from Little Cove to the National Park.
Following contract award, detailed investigations and safety assessment, Hutchinson Builders, as
Principal Contractor, advised that given the estimated 600,000 pedestrians over the 9 month
construction period the safest option was a fibre reinforced concrete path constructed on gravel
base with timber handrails in lieu of a previously proposed gravel path and scaffold concept.
The temporary path was constructed ahead of the boardwalk project construction and was
extremely well utilised during the entire construction period and met the objectives of a safe
alternative with no recorded accidents.
The Park Road Boardwalk was completed in November 2018 with the 2 years defects liability
period due to end in November 2020.
The temporary pathway was not planned as a long-term asset under the capital works planning
process, and the original construction techniques reflect this, however with the temporary path
having been in place for over 2 and a half years, opportunities exist for the path to be utilised to
Council’s advantage as described below.
2. Options for the temporary path
Now that the boardwalk is complete and the end of the two year defects liability period is
approaching, there are a number of options available to Council in considering the future needs of
the temporary path including;
 Do nothing – keep as is
 Remove temporary timber handrails and protect concrete footpath batters
 Remove temporary timber handrails, protect concrete footpath batters and remove end
     sections of path
