The items below are relevant to the decision:
a) Asset use for community
b) Asset use for Council
c) Community and resident feedback
d) Costs
e) Delivery process
f) Pros and cons
a) Asset use for community
Numerous verbal comments from users of the temporary path were received onsite during and
post construction requesting the temporary path remain as it allowed the residents on the private
road off Park Road to access the national park without crossing Park Road where sight lines are
reduced. Written correspondence has also been received from the community supporting retention
of temporary path stating the path is much used by residents, athletes and runners and is a useful
asset for the area.
b) Asset use for Council
Whilst it is unlikely that the new boardwalk will require prolonged closure due to defects or
maintenance, there is a possibility that storm events may cause trees and/or branches to fall on
and damage the boardwalk which could take up to a week or more to repair. The proposed
retention of this pathway would provide a safe alternate route if such an event were to occur.
The southern side of Park Road is heavily weed infested and the path would allow maintenance
teams to attend to weeds for this section.
c) Community and Resident Feedback
The project team consulted with residents in the area prior to construction, informing them of the
Park Road Boardwalk project and the need to construct temporary works for pedestrian access.
The key outcomes from the pre-construction discussions were requests for safety and
environmental measures following removal of the temporary pathway.
The temporary path would remain in place until the end of the two year defects liability periods in
the event that pedestrians were to be detoured back onto the temporary path if defects were to be
attended to and that Council may reconsider the long term use of the path. Some concerns were
raised regarding this matter and Council staff have taken this into consideration when assessing
the pros and cons for residents in the area as well as the wider community.
d) Option Costs with pros & cons
The table below provides details of the scope for each option in order of previously quoted costs.
