Construction Environmental Management Plan
3.5.1 Heavy or Prolonged Rainfall
Stormwater treatment and conveyance measures shall be employed at the site during the construction phase
to adequately manage stormwater flows. During periods of heavy or prolonged rainfall, the following
precautionary measures shall be implemented:
the Contractor shall cease construction activities until the site has been adequately drained;
the Contractor shall inspect erosion and sediment control measures to ensure optimal performance is
being achieved;
the Contractor shall recommence construction works only after the site has been assessed and it has
been determined that the risk of erosion and sedimentation has returned to pre-rainfall conditions; and
the Contractor shall recommence construction works only after all erosion and sediment control
measures have been assessed and it is confirmed that all structures are operating at optimal
performance. Should failures occur, repairs and/or replacements shall be implemented prior to the re-
commencement of construction works.
3.5.2 Halt in Construction Works due to Unforeseen Circumstances
In the event that construction works are halted due to unforeseen circumstances, the Contractor shall ensure
that all erosion and sediment control measures are intact and operational, and ensure that environmental
deterioration does not occur over the ‘stop works’ period.
Prior to vacating the site, the Contractor shall ensure that any stockpiles are adequately stabilised and the
total disturbed area is minimised to the greatest extent practicable. In addition, any site conditions that could
conceivably degrade over time and result in environmental harm shall be rectified.
The Contractor shall monitor and maintain site erosion and sediment control devices on a continual basis
until work re-commences at the site.
3.5.3 Spill Response Measures
In the event that accidental release of material occurs at the site, the following actions shall be implemented.
Appropriately trained staff shall take steps to contain the released material, if possible, until remedial
measures are fully implemented.
The Contractor shall be notified to make an initial assessment of the severity of the accidental release
and the nature of the material.
The Contractor shall notify the Principal and any administering authorities as required by law.
The Contractor shall take steps in consultation with the relevant administering authorities (if notified) to
treat, remove or otherwise manage the released material.
Appropriately qualified personnel shall make an assessment of the area to confirm the success of the
remediation works and whether additional works are required.
Appropriately qualified personnel shall assess the work procedures or cause of the failure and implement
any changes required to prevent reoccurrence of a similar incident in the future.
Following completion of remedial actions the Contractor shall provide an incident report or CAR to the
Principal detailing the nature of the incident and the corrective actions implemented.
