1.3 Prelodgement Meeting
Attached to the e-mail IDAS Forms - MCU16/0098 & OPW16/0183.
4. ADVICE & INFORMATION Planning | Officer Name — Denis Wallace The proposed chocolate factory component is a consistent use in the Industry zone. The restaurant/café use is identified as a consistent use within Noosaville’s Industry zone. An application will be subject to impact assessment and should demonstrate grounds to overcome conflicts with the zone provisions, in accordance with S326 of the Sustainable Planning Act. Staff are likely to support the café use where it is demonstrated to be integral but ancillary to a bone fide industrial use on the site. The proposed small retail/café components of the development appear to meet those criteria and are likely to be supported. Key elements to be addressed with an application include: - Provision of sufficient car parking to meet scheme rates and likely demand (based on staffing numbers and public floor space); - Demonstrating the business would not create “reverse amenity” impacts on industrial business in the area based on their potential to create noise and other emissions that might impinge on the café use. - Clearly articulated planning grounds to overcome the café use conflict with The Noosa Plan Advice was provided regarding calculation of carparking rates based on net use area. Further detailed designs will allow the final calculation to be made. Some concerns are raised with manoeuvring and driveway conflicts for vehicles — see engineering advice below. Application timeframe is estimated at approximately 3 - 4 months, allowing for public notification and a report to a Council meeting. Due to the planning scheme conflict, a decision could not be made by staff delegation but would need to Please feel free to contact mé on ph. 53296239 to discuss the proposal further. | Officer Name — Mark Lewis The proposed layout is generally acceptable except for some minor issues in regard to Parking: - Carspaces 1 & 2 have the potential to conflict with vehicles entering and exiting the site. If it is possible these spaces should be deleted or as a minimum allocated to staff to limit the vehicle movements. - Carspaces 18 & 19 are constrained due to their position and the adjacent loading bay. These spaces must be allocated for staff only. - The loading bay must be 12m x 3.6m in accordance with Council's Driveways and Carparking Code Please note all carparking must be in accordance with AS/NZS2890. 1:2004 An application should also include a Stormwater Management Plan for the development that addresses water quality and quantity. This document is a record of prelodgement discussions and will not be made available for public viewing. Prelodgement discussions are conducted to explore development options and requirements, identify issues and provide guidance to prospective applicants about Council's policies for development. The recorded discussion items and outcomes in no way imply or commit to an approval of the proposal on the part of Council or Council officers, nor guarantee that all potential issues associated with a development proposal have been raised / identified. When a formal development application is lodged, the proposal will be assessed on its planning merits in accordance with Council's policy framework existing at the time of the assessment.
