Future Transport Demands
Assessment Years and Traffic Growth
To estimate the future traffic volume for the 2025 scenario, the annual growth rate for the Council has been
determined based on the following:
• The forecasted population volume set out in Section 4.2 of Noosa Shire Economic Development
Strategy 2021-2030. For Noosa, the population growth between 2020 and 2041 is projected to be
0.8%.
• The existing and projected demand for the transport network set out in Table SC3.1.7 of Council’s
LGIP Planning Assumptions Tables.
• For the Coastal Area (Noosa Heads), the existing and projected transport demand vehicle per day
(vpd) data between 2021 (331,603) and 2031 (369,091) is projected to be 1.08%.
Conservatively, an annual growth rate of 1.2% has been adopted.
Colliers has identified three assessment periods for the road network as follows:
Current Traffic Scenario
This scenario includes the 2022 traffic volumes modelled over the existing road network. This analysis has
been performed for both the AM and PM Peaks.
Base Year (2025) Traffic Scenario
This analysis incorporates a 1.2% per annum increase in the background traffic volume for a period of 4
years from the most recent survey. For the base case scenario, the existing road network has been analysed.
Base Year (2025) Traffic Scenario + Earthworks Traffic
Based on the development transport demand estimates (Section 1), traffic network diagrams have been
prepared showing traffic movements on the roads/intersections surrounding the development site for each
of the above scenario’s future year cases. These network diagrams are included in Attachment B – Network
Diagrams with the respective diagrams identified as follows:
• Traffic Network Diagrams 1: 2022 Survey Traffic Volumes
• Traffic Network Diagrams 2: 2025 Base Case Traffic Volumes (Applying 1.2% Growth)
• Traffic Network Diagram 3: 2025 Base + Earthworks Traffic Volumes
- This has been calculated by adding estimated Bulk Earthworks traffic volumes to the 2025 Base
scenario.
