The Noosa LDMG has reviewed the risks identified and has aggregated them by
consequence. As a result it has identified the five highest risks for the Shire as being;
severe wind and water inundation (east coast low, severe storm, cyclone, flood)
wildfire
hazardous chemical spill
pandemic*
terrorism*
Threat specific plans have been developed for these five high risk areas.
*Note: Qld Health and Qld Police Services are the lead agencies respectively and have
responsibility for development of these plans.
In addition to the hazard specific risks, the Noosa LDMG has identified the following generic
disaster management risks for the Shire in any disaster event.
loss of power and communications across the Shire
limited staffing for LDCC to operate 24 hours per day for periods longer than 3-4 days
community resilience
limited relief and recovery capacity
2.11.1 Risk reduction strategies
Having identified the major risks for the Shire in a disaster event the Noosa LDMG has
worked with Noosa Council to put in place the following risk mitigation and reduction
strategies:
amendments to the Noosa Planning scheme in 2014 to reflect recent flood studies
undertaken after the 2012 floods in Pomona, Cooroy and Daintree Estate and also to
take into account the long term effect of climate change
flood mitigation works in Daintree Estate, Cooroy and Pomona - three areas most
heavily impacted in the 2012 flood event
amendments to the Noosa Planning scheme in 2014 to reflect the latest bushfire
mapping undertaken by the State Government taking into account slope and vegetation
which brings this mapping in line with State methodology and improves accuracy
establishment of community disaster management sub-groups and development of
community sub-plans for isolated communities at Kin Kin, Pomona, Cooran and
Daintree Estate as per the recommendations of the Queensland Floods Commission
continued Council support for local SES and Rural Fire Brigade groups
participation in the District Health sub-group with a view to developing a regional
response to any major health threat
disaster Management training for key coordination staff
annual program of Disaster Management exercises to test the coordination and
response capabilities of the Noosa LDMG and the Noosa Council
