        NOOSA COUNCIL
        PO BOX 141
        TEWANTIN QLD 4565

        ATTENTION: Development Services

Dear Sir/Madam,

LODGEMENT OF DEVELOPMENT APPLICATION

MATERIAL CHANGE OF USE FOR MULTIPLE HOUSING TYPE 4 CONVENTIONAL, TYPE 1 OFFICE
&/OR TYPE 2 MEDICAL

30-32 DOONELLA STREET, TEWANTIN
LOT 3292 ON RP893427 AND LOT 903 ON T1631

Please find enclosed Development Application for Multiple Housing Type 4 Conventional and Type 1
Office &/or Type 2 Medical in respect to the above site.

In support of the application, please find attached:

    •   IDAS Forms 1 and 5 together with landowners consent;
    •   Development application report prepared by Project Urban;
    •   Proposal Plans prepared by Archiology Architects;
    •   Site based stormwater management plans and services report prepared by Bornhorst + Ward;
    • Parking & Traffic Impact Assessment prepared by Greys Australia Pty Ltd; and
    • Landscape Concept Plans prepared by Project Urban.

Payment of the required Council application fee will be made upon receipt of a Council reference
number and outstanding payment email. Please note however that the applicant hereby requests that
Council apply a partial reduction to the application fee and further justification for this request is
provided below.

Based on the Council’s Fees & Charges Schedule, we have calculated that the application fee would be
$33,960 as a result of the multiplier of 3 that applies to the multiple housing units which are impact
assessable and inconsistent on this site. We believe this scale of fee is unreasonable given that the
application will only increase the number of existing residential units on the site by three (3) and the
existing approval for 16 Multiple Housing Type 4 Conventional units on the site. Given the existing
development approval and the fact that the issues associated with this form of residential
development have already been considered by Council and have been through public notification, it is
considered that it would be more reasonable to apply the standard impact fee to the multiple housing
units. If this approach were adopted, the application fee would be as follows:

          Proposed Land Use Base Fee ($) Increment Total ($)
                                                                               2
 Type 1 Office &/or Type 2 Medical          $4,413 (code)    $3,315 ($5 x 663m )             7,728
 Multiple Housing Type 4 Conventional       $2,283           $6,461 (7 x $923)               8,744
 Total                                                                                      16,472
