RECOMMENDATION
That Council note the report by the Community Partnerships Officer to the Planning and
Environment Committee Meeting dated 7 February 2017 and delegate authority to the CEO to
enter into a Memorandum of Understanding for the Land for Wildlife Program with Healthy
Waterways and Catchments as per Attachment 1 to the report.
REPORT
Purpose
The purpose of this report is to provide Council with the background information on the Land for
Wildlife Program Memorandum of Understanding with Healthy Waterways and Catchments.
Background
The Land for Wildlife program (LfW) was created by the State of Victoria in 1981. The Victorian
State Government owns the trademark name ‘Land for Wildlife’ and the associated copyright
material such as the logo, sign design standards and national program guidelines. The right to
deliver the program using these trademark and copyright items is transferred from the State of
Victoria to other parties through a document entitled Arrangement to Coordinate Land for Wildlife
Schemes 2010, or ‘National Agreement’. The National Agreement between SEQ Catchments
(now Healthy Waterways and Catchments) was executed in December 2010.
Agreement
The National Arrangement makes provisions for third-party agreements to be held between the
signatory of the National Arrangement and other parties. In South-east Queensland, this third
party agreement is known as the Land for Wildlife Memorandum of Understanding (MoU) and is
renewed every five years. SEQ Catchments has signed two previous MoU’s, one with Noosa
Council in 2005/2006 and the second with the Sunshine Coast Regional Council in 2011, which
have since expired.
In order to continue with the Land for Wildlife program, Council will need to sign a new MoU. The
new MoU format has undergone a lengthy review process in consultation with several Local
Government legal teams and was distributed to 11 local governments for signing in August 2016
with eight being executed so far.
The key Points of the MoU are that it:
1. Creates a Steering Committee for program direction and partnerships between all partner
councils and Healthy Waterways and Catchments;
2. Allows collaborative funding of program initiatives;
3. Encourages information and data sharing between parties;
