PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 FEBRUARY 2017
REPORT
ITEM NOTES
- a)ii. The proposal creates a potentially unsafe pedestrian condition in the rear podium carpark
and within the basement carpark
- d) The architectural character of the proposal could be further enhanced and simplified in order to
reinforce the distinct character of the existing residential precinct along Doonella Street, and the
Tewantin town centre.
2.2 ~~__| The stage 1 peer review identified section 6.5 of the town planner's report, entitled ‘Overall Outcomes for
the Tewantin & Doonan Locality” which referenced section 12.8.2 w) i) and ii) of the Noosa Plan:
w) For the Community Services Zone—land committed or planned for community purposes—
i is protected and managed to enable the efficient and timely delivery of community services; and
ii. is consistent with the indoor recreation, education, social and safety needs of the local community, including
people with special needs, such as the elderly, children, low income earners and disabled persons;
Nra-co-lab comment
It is our view that the proposal scheme is not consistent with item w) ii. with regards to the safety needs of
the local community, including those with special needs.

3.1 General
It was our view in the stage 1 peer review that, with reference to item 079 of Division 22 of ‘Tewantin &
Doonan Locality Plan” the proposed design of the proposed extension did not “relate to the setting and
heritage of the locality”
It is our current view that the response proposal exhibits a vastly improved relationship with the setting
and heritage of the locality - taking on an aesthetic more in tune with the ‘Noosa’ Style. However there
remain some architectural issues which we believe need to be addressed so as to improve the quality of
the aesthetic. This further enhancement of the aesthetic is warranted due to the building's prime location
in the central business area.

The use of pitched roof forms is appropriate. And the use of lightweight roof edges to the store and
smokers terrace is commendable.
However the roof forms have been configured in an overly complicated manner which has resulted in the
creation of multiple box gutters, which is something that should be avoided. It is recognised that there is a
height limit in effect, but it is questioned whether the applicant can reconfigure the roofs to remove the
need for box gutters. A sketch roof plan has been attached to this peer review with suggestions for
consideration.
It is suggested that the roof forms be further articulated through the addition of pop up roof apexes as per
shown on the attached sketch plans. This would assist in breaking down the size of the roof forms
