TOPIC 2° PEER REVIEW — ARCHITECTURE AND VISUAL AMENITY
PROJECT NO 86035C16 Tewantin RSL Extension
ISSUE A
FROM PETER CAIN
ITEM NOTES
iF INTRODUCTION
1.1 Background
A stage 1 peer review of the development application scheme was undertaken by nra-co-lab in September
2016.
This stage 2 peer review is at the request of Noosa Council and provides commentary re the applicant's
‘response’ scheme for the Tewantin RSL extension. This review has regard to the proposal’s consistency
with the local planning instrument (Noosa Plan), focussing on matters of architecture and visual amenity.
1.2 General
The architecture and visual amenity of the response scheme has been vastly improved.
However there remain some issues with the proposal. We believe that addressing these issues would
improve the proposal’s consistency with the planning scheme and would improve building character,
design quality as well as public safety/amenity and would ultimately benefit the built environment of
Tewantin Business Centre.
ya ASSESSMENT — LOCAL PLANNING INSTRUMENTS
2.1 The stage 1 peer review identified Section 6.5 of the town planner’s report, entitled ‘Overal/ Outcomes for
the Tewantin & Doonan Locality” which referenced section 12.8.2 a) — d) of the Noosa Plan:
12.8.2 The overall outcomes sought for the Tewantin & Doonan Locality are the following—
a) Newuses and works are located, designed and managed to—
i be compatible with other uses and works;
ii. maintain the safety of people and works;
iii. avoid significant adverse impacts on the amenity enjoyed by users of other premises including acoustic and visual
qualities; and
iv. avoid significant adverse effects on the natural environment, including native habitat removal, fragmentation and
attrition;
b) Development is consistent with the Priority Infrastructure Plan in Part 15.
c) The Tewantin & Doonan Locality retains its primary role of providing housing for permanent residents;
d) Within the town of Tewantin the distinct character of existing residential neighbourhoods is retained, and housing offers
high levels of residential amenity, convenience, accessibility and servicing, while maintaining the low density and low
scale synonymous with the local character;
Nra-co-lab comment
