EXECUTIVE SUMMARY
This report presents the staff review and proposed update of the Public Parks and Land for
Community Facilities network Desired Standards of Service (DSS) for updating the current PIP to
a LGIP.
RECOMMENDATION
That Council note the report by the Infrastructure Assessment Coordinator to the Planning &
Environment Committee Meeting dated 7 February 2017 and approve the Desired Standards of
Service (DSS) for the Public Parks and Land for Community Facilities network provided in
Attachment 2 for proceeding with the new Local Government Infrastructure Plan (LGIP) under
The Noosa Plan 2006.
REPORT
This report presents the staff review of the Desired Standards of Service (DSS) for the Public
Parks and Land for Community Facilities network for the new LGIP for Council’s review and
endorsement.
A number of considerations have be made in undertaking this review including the long term
financial commitment and affordability in providing new land for “trunk” infrastructure and is
discussed further in the following sections. Following Council’s decision on the DSS, staff can
proceed to determining the network’s final components and inclusions.
1. Planning Support Documents
At the current time, work is proceeding on a new Sport and Active Recreation Plan and a new
Open Space Plan for the new planning scheme however these will not be completed in time for
use in this LGIP. Similarly, the recently adopted Noosa Social Strategy will need to progress the
key initiatives in order to determine whether any additional land requirements are needed for
other types of community facilities. These plans when completed will then guide the LGIP for the
new planning scheme.
The current PIP parks network is based on the Noosa Sport and Recreation Plan 2004 and the
Noosa Parks Strategy 2006. Review of these plans reveal that whilst they proposed the desired
needs to 2016, the gap analysis that assessed the land supply requirements actually used the
estimated ultimate resident populations at that time totalling 62,032 (46,756 in Urban PIA areas
and 15,276 in the Rural areas outside the PIA).
From Attachment 3 of the Draft LGIP Planning Assumptions report adopted by Council on the 15
December 2015, the estimated resident population projected to the proposed LGIP planning
horizon at 2031 is 60,160 (45,662 in Urban PIA areas and 14,499 in the Rural areas outside the
PIA). Therefore, these planning documents supporting the current PIP may also be considered
suitable to continue as supporting material for the new LGIP together with other considerations
for proposed amendments discussed further in this report.
