Attachment 1. Draft Submission to the Queensland Government - ShapingSEQ

EXECUTIVE SUMMARY
The Queensland government is required to have regional plans across the state. The first
statutory South East Queensland Plan commenced in 2005 and the second in 2009. A new draft
plan has been released for community consultation and is titled ShapingSEQ. Submissions close
on 3 March 2017.
Regional plans are important documents that provide a framework for broad strategies covering
projected growth, planning and development, character and design, economic opportunities,
transport and other infrastructure and environmental values. Council planning schemes are
required to comply with both the broad strategies and details contained in associated mapping.
Consequently, regional plans are of key relevance to Local Government.
ShapingSEQ generally continues previous strategies commenced under the earlier regional
plans. However it is more concise and written in mostly plain language. ShapingSEQ is generally
assessed to be an appropriate, well prepared and positive plan. This Plan also includes
employment planning benchmarks for the first time.
Staff have prepared the attached draft submission for the purpose of representing Council’s
views to the Queensland Government about the draft regional plan.
RECOMMENDATION
That Council note the report by the Planning Scheme Project Manager to the Planning &
Environment Committee dated 7 February 2017 and endorse the attached draft submission to be
forwarded to the Queensland Government as Council’s submission in response to ShapingSEQ,
the draft new South East Queensland Regional Plan.

REPORT
The Sustainable Planning Act 2009 at Part 4, Sections 32 - 49 requires the Queensland
Government to prepare regional plans. Each plan is intended to provide an integrated planning
policy for the region. The regional plan is a statutory instrument and is taken to be a State
interest. The Act sets out the key elements to be included in the plan. Once the regional plan is
finalised, local governments must amend their planning schemes to accord with the new plan.
ShapingSEQ is a new draft regional plan for South East Queensland and was released by the
Queensland Government in October 2016. It is available for community feedback until 3 March
2017. The new regional plan is expected to be finalised around mid-2017. It will then replace the
current South East Queensland Regional Plan 2009-2031. Regional plans have an outlook of 25
years from when the draft is prepared and therefore ShapingSEQ is based on projections to
2041.
The Process of Making ShapingSEQ
The Queensland Government assembled the project team to prepare this regional plan in early
2016. The team comprised state government officers, consultants and a small number of local
government officers seconded for this project. The project team consulted with key community
stakeholder groups representing the development sector, the planning profession, environmental
