PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 FEBRUARY 2017

CSR Building Products Limited (CSR) submission – land at Cooroy
Council received correspondence from CSR regarding land the company owns at Lake
Macdonald Drive, Cooroy. The land has previously been used for extraction of clay under current
mining leases but with closure of the local brickworks CSR is now seeking to develop the land for
some 180 residential allotments of between 600 and 800m2. The land area is 14.9 ha. However
the site is situated outside the Urban Footprint of the SEQ Regional Plan. CSR has consequently
requested Council to support a change of the Urban Footprint under ShapingSEQ.
CSR has submitted detailed reports prepared by consultants, which are intended to demonstrate
the physical capability of the site for housing development. This information has been reviewed in
general but not to the level of scrutiny of a development application. A copy of a draft Masterplan
is provided below. Proven suitability of the land for development is not an absolute pre-requisite
for inclusion in an Urban Footprint. The boundary is drawn broadly and includes considerable
areas that will not be developed. However a specific decision to include land in an Urban
Footprint would signify an intention to at least consider it for future urban purposes.
The site contains the largest tertiary clay deposit in Noosa Shire. However its importance has
diminished with the closure of the brickworks. Extractive resources are more desirable if located
in closer proximity to the user due to high transport costs.
