PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 FEBRUARY 2017
Halcyon submission – land at Peregian Beach
Council received correspondence from Halcyon regarding land the company has an interest in
located at Emu Mountain Road near Peregian Beach, north of the Sunshine Motorway. The land
has an area of 21 ha and is shown in the figure below. The property owners have consented to
this submission. Halcyon develop land for retirement communities. The company has not
submitted any proposal plans but describes its communities as follows:
All Halcyon communities are master-planned and gated – offering a sense of security to
home owners whether they are at home or away. Halcyon also delivers industry leading
homes - all of which are architecturally designed and feature superior energy ratings as
standard. Halcyon is proud to be recognised as Australia’s most awarded over 50’s
developer. The company has won a string of state-wide and national awards, including
accolades from the country’s peak development industry body, the Urban Development
Institute of Australia.
Halcyon site
Halcyon provided the town planning report that they submitted to the Queensland Government in
support of a change to the Urban Footprint boundary to include this land. The map below shows
the current location of the Urban Footprint in the Peregian Beach area. Halcyon offers the
following reasons to support a change to the Urban Footprint boundary:
It is considered that the site merits inclusion in the Urban Footprint for the following key reasons:
The site adjoins land designated as Urban Footprint under the current SEQ Regional Plan;
The site is ideally located to accommodate growth as the site is situated between
established and emerging residential development and is serviced by existing urban
infrastructure;
Peregian Beach and the wider Noosa region is a desirable area for retirees to relocate to;
The land is not constrained by flooding, steep land, vegetation or any identified biodiversity
The site is directly north of the Sunshine Motorway and has good access to the wider
Noosa and Sunshine Coast Region;
There is no other suitable land in Noosa Shire for an integrated seniors living community.
