NCS is funded by state and federal funding programs, with a vast majority of the funding for centre
cleaning and domestic assistance coming from the federal Commonwealth Home Support
Programme (CHSP). The available funding within this program is sufficient to cover the costs
associated with the award of this contract through to 30 June 2022. Activation of further contract
options will be subject to continuation of funding and satisfaction with the contractor’s performance.

Risks & Opportunities
One of the main risks relating to this contract is that of the contractor’s staff attending vulnerable
and frail aged NCS clients’ homes alone. These risks are not insignificant, particularly given that
the home visits occur offsite and without direct supervision. Management are cognisant of this risk
and believe that Ecovia have adequate systems and processes in place, including training, regular
site visits and assessments, to mitigate the risk as much as could be reasonably hoped for. The
risk is also mitigated by requiring that all staff involved in delivering this contract hold a current,
clear police check.

Of course there is a great opportunity for Noosa’s seniors to receive invaluable assistance around
their homes from a local contractor who cares about their community and delivering a great service.
By contracting out this service, Council is able to engage specialists in this field to ensure services
are delivered to a high standard and in a manner that’s fully compliant with funding body
requirements.
