GENERAL COMMITTEE MEETING AGENDA 15 FEBRUARY 2021
The tenders were evaluated using the following criteria:
Capability and resourcing
Contract experience and capacity
Methodology
Quality
Health and safety
Environment and sustainability
Contribution to local economy
Price
The evaluation methodology considered non-price elements (75% of the score) and a price
component (25% of the score). The price assessment was based on submitted hourly rates, as per
the tender’s requirement. Given the nature of required service delivery, particularly that of domestic
assistance which requires the contractor’s staff to independently attend homes of vulnerable, frail
aged NCS clients, non-price elements of the assessment were key to the overall evaluation
outcome.
3. Submissions
There were considerable variances to the quality of submissions, with some respondents failing to
address key response areas or providing only limited information.
The tenders were evaluated using the Evaluation Matrix at Attachment 1, with Ecovia scoring the
highest for both separable portions and demonstrating a strong ability to deliver all requirements
of the contract.
While other suppliers submitted tenders with lower pricing, Ecovia demonstrated significantly
higher capability in many of the non-price elements. They also showed a much greater
understanding of the unique requirements of the contract and comprehensively demonstrated how
their company could help meet Council’s needs.
Ecovia is a progressive, locally owned and operated company with a focus on environmentally
sustainable cleaning services. They have an existing team of local, long-term staff who have pride
for their community and capacity to deliver the requirements of this contract. The company offers
a range of systems and processes designed to deliver high quality outcomes to clients and they
clearly demonstrated their ability to continuously improve service delivery in their submission.
Ecovia have a strong track record delivering cleaning services to other Council teams and facilities
and are very well regarded.
The assessment panel was impressed by Ecovia’s commitment to rewarding and retaining good
staff and was pleased to see that many staff hold aged care certifications which will be of great
benefit when visiting and connecting with NCS clients.
Ecovia’s submission provided the assessment panel with a great deal of comfort regarding their
ability to competently deliver services to vulnerable, frail aged clients and the excellent safety
measures they already have in place will meet the requirements of both Council and NCS funding
bodies.
