PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 3 FEBRUARY 2015
Due to complaints received from HCBC following the October market, meetings were held between
the NBA, the Organiser and HCBC to discuss issues in relation to tighter regulation for traffic control
for the November market.
The HCBC agreed to the proposal suggested by the Organiser and was satisfied as to parking
arrangements, which included:
Management of HC car park under control of the Organiser from 3pm on market day;
No barricades to be installed (seen as negative by HCBC to regular patrons);
Traffic controllers at each HC entry with Stop/Go signage to monitor traffic and redirect as
required;
Temporary reserved parking for patrons from Video business to Medical Centre with cones and
signage;
Stall operators to be instructed not to use HC car park at all;
Flyers to advertise where to park and not to park in HC car park;
PA system to issue warnings throughout market to advise no parking in HC car park and advice
that offenders could be towed away;
Possibility of tow truck on site;
Electronic signage board to display parking instructions and confirm HC businesses still open;
Free market stall to any traders in the HC who wish to have stall at market; and
Advertising available to HC businesses on electronic signage board and on rear of market
flyers.
Second Market - 21 November 2014
In summary:
a) Traffic controllers arranged by the Organiser were stationed at both entrances to HC car
park, however much of the car park was already full from midday on market day;
b) Electronic signage board in place in Thomas Street advising “No parking in HC car park –
parking for HC patrons only” and advertising in local paper to this effect;
c) Stallholders instructed to park at Noosa AFL Grounds, and shuttle transport provided by the
Organiser;
d) Tow truck not in place due to “HC car park being private property”; and
e) Verbal disputes ensued between HC tenants, traffic controllers and Organiser due to full car
park.
On 26 November 2014 Council received complaints from HCBC in relation to the parking situation
at the November market, which requested that the December market not be permitted to proceed.
Subsequently on 5 December 2014 the Organiser responded to complaints confirming that for the
December market signage will continue to be placed outside HC car park, but no traffic controllers
would be placed at the HC car park due to the hostile exchanges that had previously occurred.
The HCBC put three options to Council to manage the parking situation.
These included:
That Council withdraw the permit due to the organiser failing to implement the control measures
agreed upon or in the event this was not possible
That Council officers control the car park
That the Body Corporate take measures to control the car park from 3pm onwards on the day
of the event and pursue reimbursement from the operators
