PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 3 FEBRUARY 2015
Consideration was given to all options, however given that the December market was the last in
the trial period, and given the lead times required for the Organiser to arrange the market, Council
agreed the December market be permitted to proceed. The HCBC was informed of this decision,
and advised that a review would be undertaken subsequent to the December market.
On 15 December 2014 the Organiser was advised that following completion of the trial period with
the December market, a review would be undertaken by Council to determine future market
operations.
HCBC engaged its own traffic control on 16 December 2014 to monitor two entrances to the HC
car park for the December market.
On 17 December 2014 the HCBC responded to Council stating that it was disappointed with
Council decision that the December market be permitted to proceed and requested to be part of
the market operation review.
Third market - 19 December 2014
In summary:
a) HCBC engaged its own traffic control at both entrances to HC car park;
b) There was minimal parking in HC car park with only HC tenants’ customers being granted
entry;
c) Signage placed in Thomas Street re “no parking in HC car park”; and
d) Stallholders parked at AFL grounds and utilised shuttle.
On 24 December 2014 Council invited submissions from the NBA, the Organiser and HCBC in
relation to Council review of market operation.
Stakeholder Feedback
1. NBA
On 11 January 2015 a submission was received from NBA that it considers the markets have been
a huge success by promotion of the area and existing Noosaville traders, attracting visitors and
locals to the area, increased trade to local businesses on market nights, and whilst acknowledging
there have been some initial teething issues it is very keen for markets to continue.
2. Organiser
On 11 January 2015 a submission was received from the Organiser stating that the markets have
been very well received and patronised by the community, adding life to the area, increasing trade
to existing businesses, promoting the Noosaville region with its own identity and increasing long
term benefits to the region. The Organiser has confirmed it will continue to liaise with the HCBC to
overcome parking issues so the markets do not impact on the HC traders.
3. HCBC
On 12 January 2015 a submission was received from HCBC to the effect that whilst it has been
supportive of the markets, the markets have impacted on the HCBC, increased costs to the HCBC,
incurred loss of profits to some HC traders, monopolised the HC car park and added to congestion
in the local area. HCBC indicated that a designated market parking site should be investigated.
