PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 3 FEBRUARY 2015
In relation to a designated market parking site there are none readily available or suitable in the
Noosaville precinct.
Given the divergent views from the stakeholders regarding the market operations, Council now
needs to consider the appropriateness of the market permit and what options are available moving
forward. A number of options are discussed below:
Option 1: Proceed with the market permit with an agreed congestion management
strategy
In summary this approach seeks to only extend the existing market permit to 30 June 2015 to the
Noosaville Business Association Inc. if an agreed congestion management strategy is reached
between the Noosaville Business Association Inc., the Organiser and the HCBC to address the
issues identified in relation to the HC car park and also local area congestion. The strategy will be
required to be submitted to Council for consideration.
This approach:
a) Allows a more conciliatory approach to be pursued regarding the parking and congestion
issues; and
b) Allows all parties to evaluate the effectiveness of the strategy and possible benefits to all
stakeholders and the community over a longer time frame.
Option 2: Maintain status quo
Proceed with the market permit without an agreed car parking management strategy in place. In
summary this approach:
a) Allows the markets to proceed with minimal delay; but
b) Does not adequately solve the parking issues and potentially exacerbates the current
problems.
Option 3: Relocate Markets to another location
Relocate the market to another location creating less of an impact on the HC, congestion and
parking etc. In summary this approach:
a) Could be pursued if despite an agreed congestion management strategy the issues remain
unresolved; but
b) Requires careful consideration of all issues so that problems do not arise elsewhere.
Option 4: Not proceed with the market permit
In summary this approach:
a) Removes a market which has received support from stakeholders and the community; but
b) Removes the impact on the HC.
Recommended Option
Option 1 is considered the preferred option. As a result of the parking and congestion issues raised
by the HCBC it is proposed that the existing market permit only be extended to 30 June 2015 to
the Noosaville Business Association Inc. if an agreed congestion management strategy is
developed and agreed between the Noosaville Business Association Inc. and the Homemaker
Centre Body Corporate Committee and provided to Council for consideration.
