Item 2 – Provide a construction method plan for these retaining structures that does not contemplate
the use of vibration equipment (either for sheet pilling or soil compaction).
Response – Per Drawing no. 192297-C001 within the updated Engineering OPW Plans included at
Attachment 2, the retaining walls will no longer utilise sheet pilling and as such vibration equipment
will not be required. It is noted the retaining wall on the western boundary is now proposed to use a
block masonry type wall which will be constructed incrementally along the boundary in order to avoid
any nuisance to the adjacent property. Further wall detail is included within the Technical Note
prepared by Tectonic dated 4 February 2021 which is included in Attachment 6.
Item 3 – Ensure that no structural elements, whether temporary or permanent, extend into
neighbouring properties. Alternatively, provide neighbouring properties owners’ written consent,
allowing to do so.
Response – The updated Engineering OPW Plans included at Attachment 2 and updated Landscape
OPW Plans included at Attachment 3 confirm that no structural elements extend into neighbouring
property and are wholly contained within the subject site.
Item 4 – Provide Unity Water’s approval for the proposed works over and adjacent to the sewer line.
Response – As requested by Council, Unity Water’s Concurrence Agency Referral Response including
conditions for the proposed works over and adjacent to the sewer is included at Attachment 5.
Item 5 – Provide amended plans detailing, but not limited to, the following information:
5.1 proposed retaining structure (material foundations, etc.), ensuring that no works are
undertaken on the neighbouring property;
5.2 a section plan indicating the location of the walls and foundations in relation to the property
boundary and finished floor levels;
5.3 the structures required to collect and convey existing overland flows that are impacted on by
the construction of the retaining structure;
5.4 any fencing to be installed on top of or beside the retaining structure;
5.5 the location of any services, above or below ground, adjacent to the proposed retaining
structure.
Response – As request the updated Engineering OPW Plans included at Attachment 2 have been
amended accordingly to reflect the detail of the proposed retaining wall along the site’s western
boundary per Drawing no. 192297-C120. It is noted the existing neighbouring retaining wall at the
north-western corner of the site will remain per Drawing no. 192297-C100 and the proposed building
wall will be used for retaining. As detailed by the updated Stormwater Management Plan included at
Attachment 4 there is no existing overland flow in this location and as previously confirmed no works
will be undertaken on the neighbouring property. The existing fence in this location will also remain.
Any relevant services have been included into the amended plan set.

Item 6 – Provide an amended plan, prepared by a RPEQ, detailing the full travel path of a MRV entering
and leaving the proposed development, confirming that there are no clashes with the proposed
buildings, car spaces, etc.
Response – As requested by Council the updated Engineering OPW Plans included at Attachment 2
have been amended accordingly to include a swept path analysis for the full travel path of an MRV as
shown on Drawing no. 192297-C900.
Item 7 – Provide a plan showing how stormwater will not enter this area, including details of sewer
connection.
Response – As detailed on Drawing no. 192297-C001 included within the updated Engineering OPW
Plans at Attachment 2 surface levels of the bin wash area are now included. The development
proposes to utilise a Fox Diversion System which discharges to stormwater during a rain event and
discharges to sewer during a bin wash down operation. A product information sheet for the Fox DD600
System is included at Attachment 7. Furthermore, as an additional precaution the area draining to the
Fox DD600 will only incorporate the bin wash area.
Item 8 – Update sections which involve bioretention and retaining walls to include either Solution 1 or
Solution 2 details from Figure 33 of the Bioretention Technical Design Guidelines (Water by Design,
2012). The new design has only 350mm level difference between the bioretention overflow pit crest
and the adjacent building FFL and only 250mm level difference to TOW. Clarify what are the water
levels in the bioretention basin for the 1%AEP event under design blockage conditions and under severe
blockage and demonstrate that adequate freeboard to the building FFL is achieved in the design case
and no building inundation occurs in the severe case.
Response – The updated Engineering OPW Plans included at Attachment 2 have been amended to
reflect stormwater detail sections which incorporates a solution to avoid short-circuiting of the
bioretention basin, refer to Drawing no. 192297-C300. The levels of the basin and overflow have been
adjusted to ensure adequate freeboard to adjacent buildings is achieved and the weir overflow
capacity of the bioretention basin calculations determined to be acceptable.
Item 9 – Plans which clearly demonstrate the provision of the minimum number of motorcycle and
bicycle parking spaces.
Response – The updated Proposal Plans included at Attachment 1 have been amended accordingly to
reflect the required onsite minimum number of motorcycle and bicycle parking spaces. The proposal
now provides for eight (8) motorbike spaces and nine (9) bicycle spaces throughout the development
layout.
Item 10 – Details of locker and shower facilities in compliance with the code.

Response – The updated Proposal Plans included at Attachment 1 have been amended to incorporate
Drawing no. 3137 – DA14 which details the internal configuration and facilities included within the
Amenities Building which has been designed in accordance with the Council code requirements.
Item 11 – Elevation plans to detail the colours and materials of all surfaces which comply with
Performance Outcome PO11 and the associated Acceptable Outcomes.
Response – Drawing no. 3137-DA06 within the updated Proposal Plans at Attachment 1 has been
amended to include a detailed legend relating to the proposed materials and finishes to be utilised
throughout the development. The proposed materials and finishes reflect a modern neutral palette
and achieves a high-quality visual outcome for built form on the site.
Item 12 – Clarification as to whether a pad mount transformer is required.
Response – A pad mount transformer has been confirmed by Energex as not being required for the
proposed development, as indicated by the Network Connection Contract provided by Energex
included at Attachment 8 which omits reference to a pad mount transformer.
Item 13 – If a pad mount transformer is required amended plans which provide for additional planting
to offset the area required for the pad mount.
Response – Refer to response provided to Item 12 above.
