8. Conclusions

This report has been prepared by Concept Planning and Development Consultants to accompany a
Development Application made by Riverport Properties Pty Ltd (the applicant). The application seeks
a Development Permit for a Material Change of Use for Multiple Dwellings (8 dwellings) on the site
located at 25 & 27 Toolar Street, Tewantin legally described as Lots 1 & 2 on RP73072.

This report demonstrates that the proposed development is permitted pursuant to the provisions of the
Planning Act 2016 and consistent with the intent of the Noosa Plan 2020, and the proposed development
can be supported on a number of grounds, including:

    •   The proposal is consistent with the intent of the South East Queensland Regional Plan 2017.

    •   The proposal is consistent with the purpose and performance outcomes of the Medium Density
        Residential Zone;

    •   The proposal is consistent with the purpose and performance outcomes of the Tewantin Local
        Area Plan;

    •   The proposal is consistent with the purpose and performance outcomes of the Dual Occupancy
        and Multiple Dwelling Code;

    •   The proposal complies with the relevant provisions of all other applicable Planning Scheme
        Codes of the Noosa Plan 2020;

    •   The proposal will not result in detrimental impacts to the surrounding area;

    •   The proposal will not result in the reverse amenity impacts on nearby infrastructure or
        neighbouring properties;

    •   The proposal will result in safe and satisfactory road access;

    •   The proposed development contributes a positive impact on the character, look and feel of the
        area;

    •   The proposal makes a positive contribution to the supply of housing that caters to people of all
        abilities and facilitates aging in place with adaptable housing design elements built into the
        design;

    •   All necessary infrastructure is either present or able to be provided on site to service the
        proposed development.

For the reasons above, it is recommended that Noosa Council approve the application subject to
reasonable and relevant conditions.
