ROLES AND RESPONSIBILITIES OF PERSONNEL INVOLVED IN ECOLOGICAL MANAGEMENT 1-6
It is expected that a Conservation Management Plan (CMP) will be prepared by Council for the RF
Thompson Environmental Park in accordance with the Deed. Similarly, it is expected that Council
will establish management strategies for the public Park lands and Public Esplanade (including the
construction of the stormwater treatment wetland).
The EMP sets out, through individual elements, defined policies for implementation, monitoring and
reporting, specifying responsibilities and the necessary corrective actions required. The other required
management plans provide detailed, issue specific strategies to protect, maintain and enhance the sites
environmental attributes.
1.3 Structure for Implementation of the EMP
The developer (Settlers Cove Development Pty Ltd) will implement EMP 3 immediately following
approval by Council. The management procedures will principally apply to the Ecological
Restoration Contractor and be applied by this company (or their representatives) throughout the
implementation of the Ecological Restoration Plan (ERP) up until the POSCWP land is no longer
under this company’s control (i.e. until the development is complete and the required maintenance
period has finished and the parcels of land are sold to any other party or transferred to council).
Obligations subsequent to the sale of land (particularly body corporate obligations) are described
within the operational section of EMP 1 and 2.
This EMP aims to provide:
• evidence of practical and achievable plans for the implementation of the ERP (including
environmental safeguards);
• a framework for compliance checking; and
• evidence that ecological restoration is being undertaken in an environmentally sound manner.
The objectives of this EMP are to ensure:
• ecological restoration work is undertaken in an environmentally sound way;
• proposed environmental management strategies meet ecological sustainability targets for the
social, economic and environmental aspects; and
• monitoring of current on-site and off-site conditions is conducted during the implementation
phase.
The structure of the EMP is outlined below in Table 1-1 together with an explanation of components
within specific control plans.
Table 1-1 Component of EMP Elements

relation to its overall environmental performance, with reference to
